As of the end of July, the number of business entities in Beijing reached 2.62 million, a 28% increase from 2017.
The increase came as a result of the city's ongoing efforts to improve its business environment, now in its seventh year. Over 1,000 reform measures, including action plans and six phases of policy updates, have been implemented to boost economic vitality.
One notable reform is the shift to online business name registration, allowing applicants to directly choose and manage their business names. The process, which used to take three working days, now takes less than 20 minutes. Since 2016, over 1.19 million businesses have registered their names through this online process.
Another reform is the widespread adoption of electronic business license. Since 2019, the Beijing municipal bureau for market regulation has promoted the use of electronic business licenses across more than 30 electronic government systems and service terminals, with over 180 million uses to date. In the government procurement sector alone, 19,000 companies have used electronic licenses for 148,000 transactions since May 2023.
Additionally, the "Enterprise Code" system has integrated key business databases, making it easier for the public to access company information via a simple scan using popular platforms like WeChat and Alipay. Over 1.4 million businesses have adopted this system, marking a new phase of smart, efficient commercial reforms.
In 2020, Beijing introduced the notification-commitment system, in which individuals and businesses need only to make a commitment instead of providing certificates when handling government-related affairs and items related to business operation permits.
Since its introduction citywide in 2020, the municipal bureau for market regulation has implemented a series of measures to strengthen oversight and ensure transparency of the commitments made. The market watchdog has also encouraged public participation in monitoring in order to help maintain a market environment that is both accessible and competitive.
To date, over 4.6 million registrations have been completed using the notification-commitment system, with more than 96% of all registration processes now handled through this method.
