| 全會(huì)提出，發(fā)展社會(huì)主義民主政治，必須以保證人民當(dāng)家作主為根本，堅(jiān)持和完善人民代表大會(huì)制度、中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度、民族區(qū)域自治制度以及基層群眾自治制度，更加注重健全民主制度、豐富民主形式，充分發(fā)揮我國(guó)社會(huì)主義政治制度優(yōu)越性。要推動(dòng)人民代表大會(huì)制度與時(shí)俱進(jìn)，推進(jìn)協(xié)商民主廣泛多層制度化發(fā)展，發(fā)展基層民主。 | The plenum pointed out: To develop socialist democracy, we must ensure the position of the people as masters of the country, uphold and improve the system of people's congress, the system of multiparty cooperation and political consultation under the leadership of the CPC, the system of regional ethnic autonomy, and the system of community-level self-governance. We will attach greater importance to improving the system of democracy and diversifying the forms of democracy, and expand citizens' orderly political participation in all levels and fields to give full play to the strength of the socialist political system. In this regard, the plenum set out the following tasks of bringing the people's congress system in line with the times, promoting wide, multi-tiered and institutionalized consultative democracy, and giving full play to democracy at the community level. |
| 全會(huì)提出，建設(shè)法治中國(guó)，必須深化司法體制改革，加快建設(shè)公正高效權(quán)威的社會(huì)主義司法制度，維護(hù)人民權(quán)益。要維護(hù)憲法法律權(quán)威，深化行政執(zhí)法體制改革，確保依法獨(dú)立公正行使審判權(quán)檢察權(quán)，健全司法權(quán)力運(yùn)行機(jī)制，完善人權(quán)司法保障制度。 | The plenum pointed out: To build a China under the rule of law, we must uphold the unity of the rule of law, we will deepen reform of the judicial system, accelerate the building of a just, efficient and authoritative socialist judicial system to safeguard the people's rights and interests. In this endeavor, we must maintain the authority of the Constitution and laws, deepening reform of the administrative law-enforcement system, ensure the independent exercise of the judicial and procuratorial power in accordance with the law, improve the mechanism for the use of judicial power, and improve the judicial system to protect human rights. |
| 全會(huì)提出，堅(jiān)持用制度管權(quán)管事管人，讓人民監(jiān)督權(quán)力，讓權(quán)力在陽(yáng)光下運(yùn)行，是把權(quán)力關(guān)進(jìn)制度籠子的根本之策。必須構(gòu)建決策科學(xué)、執(zhí)行堅(jiān)決、監(jiān)督有力的權(quán)力運(yùn)行體系，健全懲治和預(yù)防腐敗體系，建設(shè)廉潔政治，努力實(shí)現(xiàn)干部清正、政府清廉、政治清明。要形成科學(xué)有效的權(quán)力制約和協(xié)調(diào)機(jī)制，加強(qiáng)反腐敗體制機(jī)制創(chuàng)新和制度保障，健全改進(jìn)作風(fēng)常態(tài)化制度。 | The plenum pointed out: The fundamental solution to keeping power under control is to put power, government operations and personnel management under institutional checks to ensure that the people oversee the exercise of power and that power is exercised in a transparent manner. We must build a power-exercise mechanism featuring scientific decision-making, resolute enforcement and effective oversight. We will improve a system that combats and prevents corruption, promote political integrity, and see to it that officials are honest, the government is clean, and political integrity is upheld. In this regard, the plenum proposed forming a scientific and effective mechanism to check and coordinate power, being more innovative in creating mechanisms and institutions to combat corruption, and having systemic rules to improve work style. |
| 全會(huì)提出，建設(shè)社會(huì)主義文化強(qiáng)國(guó)，增強(qiáng)國(guó)家文化軟實(shí)力，必須堅(jiān)持社會(huì)主義先進(jìn)文化前進(jìn)方向，堅(jiān)持中國(guó)特色社會(huì)主義文化發(fā)展道路，堅(jiān)持以人民為中心的工作導(dǎo)向，進(jìn)一步深化文化體制改革。要完善文化管理體制，建立健全現(xiàn)代文化市場(chǎng)體系，構(gòu)建現(xiàn)代公共文化服務(wù)體系，提高文化開(kāi)放水平。 | The plenum pointed out: To develop China into a nation with a strong socialist culture and improve its cultural soft power, we must adhere to the orientation of advanced socialist culture and the socialist path of making cultural advances with Chinese characteristics, stick to the principle that people are the center of all cultural work, and further deepen cultural reform, improve the cultural management system, establish and improve a modern cultural market system, build a modern public cultural services system, and improve cultural openness. |
| 全會(huì)提出，實(shí)現(xiàn)發(fā)展成果更多更公平惠及全體人民，必須加快社會(huì)事業(yè)改革，解決好人民最關(guān)心最直接最現(xiàn)實(shí)的利益問(wèn)題，更好滿足人民需求。要深化教育領(lǐng)域綜合改革，健全促進(jìn)就業(yè)創(chuàng)業(yè)體制機(jī)制，形成合理有序的收入分配格局，建立更加公平可持續(xù)的社會(huì)保障制度，深化醫(yī)藥衛(wèi)生體制改革。 | The plenum pointed out: In order to make sure that more fruits of development are shared by all the people in a fairer way, we must accelerate the reform of social undertakings, satisfactorily resolve the most pressing and real problems of the greatest concern to the people, and better satisfy the people's demands. The tasks listed in this regard include: deepening the comprehensive reforms in the area of education, improving systems and mechanisms that boost employment and business startups, forming a reasonable and orderly pattern of income distribution, instituting a fairer and more sustainable social security system, and deepening reform in medicine and health care. |
| 全會(huì)提出，創(chuàng)新社會(huì)治理，必須著眼于維護(hù)最廣大人民根本利益，最大限度增加和諧因素，增強(qiáng)社會(huì)發(fā)展活力，提高社會(huì)治理水平，維護(hù)國(guó)家安全，確保人民安居樂(lè)業(yè)、社會(huì)安定有序。要改進(jìn)社會(huì)治理方式，激發(fā)社會(huì)組織活力，創(chuàng)新有效預(yù)防和化解社會(huì)矛盾體制，健全公共安全體系。設(shè)立國(guó)家安全委員會(huì)，完善國(guó)家安全體制和國(guó)家安全戰(zhàn)略，確保國(guó)家安全。 | The plenum pointed out: To make innovations in social governance, we must direct our primary attention to safeguarding the fundamental interests of the broadest masses of the people, increase the factors of harmony to the maximum, invigorate social development and improve the social governance level, safeguard national security, ensure that the people live and work in peace and contentment, and that the society is stable and orderly. The specific objectives listed in this regard include improving methods of social governance, kindling the vigor of social organizations, innovating systems that can effectively prevent and solve social conflicts, improving the public security system, establishing the Council of State Security, and improving the national security system and strategies to guarantee the country's national security. |
| 全會(huì)提出，建設(shè)生態(tài)文明，必須建立系統(tǒng)完整的生態(tài)文明制度體系，用制度保護(hù)生態(tài)環(huán)境。要健全自然資源資產(chǎn)產(chǎn)權(quán)制度和用途管制制度，劃定生態(tài)保護(hù)紅線，實(shí)行資源有償使用制度和生態(tài)補(bǔ)償制度，改革生態(tài)環(huán)境保護(hù)管理體制。 | The plenum pointed out: To promote ecological progress, we must establish complete and integrated institutions and systems, with which the ecological environment is protected, improve the system of natural resource property rights and the system of natural resource utilization control, delimite a red line for ecological protection, implement sound compensation systems for use of resources and for damage to the ecological environment, and reform the ecological protection management system. |
| 全會(huì)提出，緊緊圍繞建設(shè)一支聽(tīng)黨指揮、能打勝仗、作風(fēng)優(yōu)良的人民軍隊(duì)這一黨在新形勢(shì)下的強(qiáng)軍目標(biāo)，著力解決制約國(guó)防和軍隊(duì)建設(shè)發(fā)展的突出矛盾和問(wèn)題，創(chuàng)新發(fā)展軍事理論，加強(qiáng)軍事戰(zhàn)略指導(dǎo)，完善新時(shí)期軍事戰(zhàn)略方針，構(gòu)建中國(guó)特色現(xiàn)代軍事力量體系。要深化軍隊(duì)體制編制調(diào)整改革，推進(jìn)軍隊(duì)政策制度調(diào)整改革，推動(dòng)軍民融合深度發(fā)展。 | The plenum pointed out: Aiming at the goal of building up the people's armed forces that are loyal to the CPC, be able to win and uphold fine traditions under the new conditions, we will endeavor to resolve the prominent problems that constrain the development of national defense and the armed forces, be innovative in developing military theories, enhance military strategic guidance, implement correct military strategy for the new period, and build a system of modern military forces with Chinese characteristics. For endeavor in this regard, the tasks listed include deepening the adjustment and reform of the military administrative setup and staffing, promoting adjustment and reform of military policies and systems, and deepening the integration between the military and civilian sectors. |
| 全會(huì)強(qiáng)調(diào)，全面深化改革必須加強(qiáng)和改善黨的領(lǐng)導(dǎo)，充分發(fā)揮黨總攬全局、協(xié)調(diào)各方的領(lǐng)導(dǎo)核心作用，提高黨的領(lǐng)導(dǎo)水平和執(zhí)政能力，確保改革取得成功。中央成立全面深化改革領(lǐng)導(dǎo)小組，負(fù)責(zé)改革總體設(shè)計(jì)、統(tǒng)籌協(xié)調(diào)、整體推進(jìn)、督促落實(shí)。各級(jí)黨委要切實(shí)履行對(duì)改革的領(lǐng)導(dǎo)責(zé)任。要深化干部人事制度改革，建立集聚人才體制機(jī)制，充分發(fā)揮人民群眾積極性、主動(dòng)性、創(chuàng)造性，鼓勵(lì)地方、基層和群眾大膽探索，及時(shí)總結(jié)經(jīng)驗(yàn)。 | The plenum stressed: To deepen reform comprehensively, we must enhance and improve the Party's leadership, ensure that the Party plays its role as the leadership core in exercising overall leadership and coordinating all efforts, and improve the Party's art of leadership and governance to ensure the victory of our reform. Towards this end, the plenum decided to establish the Leading Group for Deepening Reform Comprehensively to be in charge of designing reform on an overall basis, arranging and coordinating reforms of different sectors, pushing forward reforms as a whole and supervising the implementation of reform plans; demanded that the Party committees at all levels should perform their duty of leadership in the reform, in addition to listing the tasks of deepening reform of the systems for the management of officials and personnel, establishing institutions and mechanisms to pool talented people, giving full play to the people's enthusiasm, initiative and creativity, and encouraging bold exploration by the people and at local and community levels before timely summing up experience. |
| 全會(huì)分析了當(dāng)前形勢(shì)和任務(wù)，強(qiáng)調(diào)全黨同志要把思想和行動(dòng)統(tǒng)一到中央關(guān)于全面深化改革重大決策部署上來(lái)，增強(qiáng)進(jìn)取意識(shí)、機(jī)遇意識(shí)、責(zé)任意識(shí)，牢牢把握方向，大膽實(shí)踐探索，注重統(tǒng)籌協(xié)調(diào)，凝聚改革共識(shí)，落實(shí)領(lǐng)導(dǎo)責(zé)任，堅(jiān)定不移實(shí)現(xiàn)中央改革決策部署。要按照中央決策部署，堅(jiān)持穩(wěn)中求進(jìn)、穩(wěn)中有為，切實(shí)做好各項(xiàng)工作，保持經(jīng)濟(jì)社會(huì)發(fā)展勢(shì)頭，關(guān)心群眾特別是困難群眾生活，促進(jìn)社會(huì)和諧穩(wěn)定，繼續(xù)扎實(shí)推進(jìn)黨的群眾路線教育實(shí)踐活動(dòng)，努力實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)發(fā)展預(yù)期目標(biāo)。 | The plenum analyzed the current situation and tasks, emphasizing that all Party members should focus on the central government's major policy decisions for deepening the reform in both thinking and action, be more enterprising, raise their awareness of opportunities and responsibility, keep to the right direction, explore and practice boldly, pay attention to planning and coordination, consolidate consensus for reform, perform leadership responsibilities and be resolute in realizing the reform decisions and arrangements of the CPC Central Committee. We should follow these decisions and arrangements, seek progress and accomplishment while maintaining stability, do work well on all fronts, maintain the momentum in economic and social development, show concern for the people's livelihood, particularly those in difficulties, and promote social harmony and stability. We will continue to push forward with the education campaign in the Party's mass line and strive to achieve the goal of economic and social development as planned. |
| 全會(huì)號(hào)召，全黨同志要緊密團(tuán)結(jié)在以習(xí)近平同志為總書(shū)記的黨中央周圍，銳意進(jìn)取，攻堅(jiān)克難，譜寫(xiě)改革開(kāi)放偉大事業(yè)歷史新篇章，為全面建成小康社會(huì)、不斷奪取中國(guó)特色社會(huì)主義新勝利、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)而奮斗！ | The plenum called on all Party members to rally closely around the Party Central Committee with Comrade Xi Jinping as General Secretary, forge ahead with determination to tackle difficult problems, usher in a new chapter of the great cause of reform and opening up, strive to complete the building of a moderately prosperous society in all respects, continue to win new victories for socialism with Chinese characteristics, and realize the Chinese dream of the great revival of the Chinese nation! |
