| 我們，柬埔寨王國(guó)、中華人民共和國(guó)、老撾人民民主共和國(guó)、緬甸聯(lián)邦共和國(guó)、泰王國(guó)、越南社會(huì)主義共和國(guó)的國(guó)家元首或政府首腦，于2016年3月23日在中國(guó)海南省三亞市舉行瀾滄江－湄公河合作（簡(jiǎn)稱瀾湄合作）首次領(lǐng)導(dǎo)人會(huì)議。 | We, the Heads of State/Government of the Kingdom of Cambodia, the People's Republic of China, Lao People's Democratic Republic, the Republic of the Union of Myanmar, the Kingdom of Thailand, and the Socialist Republic of Viet Nam, on the occasion of the First Lancang Mekong Cooperation (LMC) Leaders' Meeting in Sanya, China on 23 March 2016; |

| 我們一致認(rèn)為瀾湄合作將在“領(lǐng)導(dǎo)人引領(lǐng)、全方位覆蓋、各部門參與”的架構(gòu)下，按照政府引導(dǎo)、多方參與、項(xiàng)目為本的模式運(yùn)作，旨在建設(shè)面向和平與繁榮的瀾湄國(guó)家命運(yùn)共同體，樹立為以合作共贏為特征的新型國(guó)際關(guān)系典范。 | Sharing the view that LMC will be conducted within a framework featuring leaders' guidance, all-round cooperation and broad participation, and follow a government-guided, multiple-participation, and project-oriented model and that the LMC is aimed at building a community of shared future of peace and prosperity and establishing the LMC as an example of a new type of international relations, featuring win-win cooperation; |
| 同意瀾湄務(wù)實(shí)合作包括三大合作支柱，即（1）政治安全，（2）經(jīng)濟(jì)和可持續(xù)發(fā)展，（3）社會(huì)人文。 | Agreeing that LMC practical cooperation will be carried out through the three cooperation pillars, namely (1) political and security issues, (2) economic and sustainable development, and (3) social, cultural and people-to-people exchanges; |
| 認(rèn)可作為瀾湄合作首次外長(zhǎng)會(huì)成果的瀾湄合作初期五個(gè)優(yōu)先領(lǐng)域，即互聯(lián)互通、產(chǎn)能、跨境經(jīng)濟(jì)、水資源和農(nóng)業(yè)減貧合作。 | Endorsing the view that practical cooperation will start with five key priority areas during the initial stage of the LMC, namely connectivity, production capacity, cross-border economic cooperation, water resources, agriculture and poverty reduction, as agreed upon at the First LMC Foreign Ministers' Meeting; |
| 一致同意采取以下措施： | Hereby agree to take the following measures: |
| 1、推動(dòng)高層往來和對(duì)話合作，增進(jìn)次區(qū)域互信理解，以加強(qiáng)可持續(xù)安全。 | 1. Promote high-level exchanges, dialogue and cooperation to enhance trust and understanding in the sub-region with a view to strengthening sustainable security; |
| 2、鼓勵(lì)各國(guó)議會(huì)、政府官員、防務(wù)和執(zhí)法人員、政黨和民間團(tuán)體加強(qiáng)交流合作，增進(jìn)互信與了解。支持舉辦瀾湄合作政策對(duì)話和官員交流互訪等活動(dòng)。 | 2. Encourage parliaments, government officials, defense and law enforcement personnel, political parties and civil societies to enhance exchanges and cooperation and increase mutual trust and understanding. Support activities such as LMC policy dialogue and officials' exchange programs; |
| 3、根據(jù)各成員規(guī)定和程序，通過信息交換、能力建設(shè)和聯(lián)合行動(dòng)協(xié)調(diào)等加強(qiáng)執(zhí)法安全合作，支持建立執(zhí)法合作機(jī)構(gòu)，推進(jìn)有關(guān)合作。 | 3. Deepen law enforcement and security cooperation through information exchange, capacity building and coordination of joint operations, in accordance with rules, regulations and procedures of each member country; support the establishment of a law enforcement cooperation institution to facilitate such cooperation; |
| 4、加強(qiáng)應(yīng)對(duì)恐怖主義、跨國(guó)犯罪、自然災(zāi)害等非傳統(tǒng)安全威脅的合作，共同應(yīng)對(duì)氣候變化，開展人道主義援助，確保糧食、水和能源安全。 | 4. Enhance cooperation against non-traditional security threats, including terrorism, transnational crimes, and natural disasters; promote cooperation in addressing climate change impacts, humanitarian assistance, ensuring food, water and energy security; |
| 5、推動(dòng)中國(guó)－東盟戰(zhàn)略伙伴關(guān)系發(fā)展，加強(qiáng)在東盟與中日韓、東亞峰會(huì)、東盟地區(qū)論壇等區(qū)域合作機(jī)制中的合作。 | 5. Advance the China-ASEAN strategic partnership, and strengthen cooperation under the framework of ASEAN+3, East Asia Summit, ASEAN Regional Forum and other regional cooperation mechanisms; |
| 6、鼓勵(lì)中國(guó)的“一帶一路”倡議與瀾湄合作活動(dòng)和項(xiàng)目及包括《東盟互聯(lián)互通總體規(guī)劃》在內(nèi)的湄公河國(guó)家相關(guān)發(fā)展規(guī)劃之間的對(duì)接。 | 6. Encourage synergy between China's Belt and Road initiative and LMC activities and projects, as well as relevant development programs of the Mekong countries, including the Master Plan on ASEAN Connectivity (MPAC); |
| 7、加強(qiáng)瀾湄國(guó)家軟硬件聯(lián)通，改善瀾湄流域線、公路線和鐵路線網(wǎng)絡(luò)，推進(jìn)重點(diǎn)基礎(chǔ)設(shè)施項(xiàng)目，在瀾湄地區(qū)打造公路、鐵路、水路、港口、航空互聯(lián)互通綜合網(wǎng)絡(luò)。加快電力網(wǎng)絡(luò)、電信和互聯(lián)網(wǎng)建設(shè)。落實(shí)貿(mào)易便利化措施，提升貿(mào)易投資，促進(jìn)商務(wù)旅行便利化。 | 7. Step up both hardware and software connectivity among the LMC countries. Improve the Lancang-Mekong rivers, roads and railways network, push forward key infrastructure projects to build a comprehensive connectivity network of highway, railway, waterway, ports and air linkages in the Lancang-Mekong region; expedite the construction of network of power grids, telecommunication and the Internet; implement trade facilitation measures, promote trade and investment and facilitate business travel; |
| 8、如本次會(huì)議通過的《瀾滄江－湄公河國(guó)家產(chǎn)能合作聯(lián)合聲明》所述，拓展工程、建材、支撐產(chǎn)業(yè)、機(jī)械設(shè)備、電力、可再生能源等領(lǐng)域產(chǎn)能合作，構(gòu)建次區(qū)域綜合產(chǎn)業(yè)鏈，共同應(yīng)對(duì)成員國(guó)面臨的經(jīng)濟(jì)挑戰(zhàn)。 | 8. Expand production capacity cooperation in areas such as engineering, production of the building materials, supporting industries, machinery and equipment, power, renewable energy to build a sub-regional comprehensive industrial link in a joint endeavor to tackle challenges faced by members' economies, as reflected in the Joint Statement on Production Capacity Cooperation among Lancang-Mekong Countries adopted at this Meeting; |
| 9、支持加強(qiáng)經(jīng)濟(jì)技術(shù)合作，建設(shè)邊境地區(qū)經(jīng)濟(jì)合作區(qū)、產(chǎn)業(yè)區(qū)和科技園區(qū)。 | 9. Support enhanced economic and technological cooperation and the development of economic zones in border areas, industrial zones and sci-tech parks; |
| 10、通過各種活動(dòng)加強(qiáng)瀾湄國(guó)家水資源可持續(xù)管理及利用方面合作，如在中國(guó)建立瀾湄流域水資源合作中心，作為瀾湄國(guó)家加強(qiáng)技術(shù)交流、能力建設(shè)、旱澇災(zāi)害管理、信息交流、聯(lián)合研究等綜合合作的平臺(tái)。 | 10. Enhance cooperation among LMC countries in sustainable water resources management and utilization through activities such as the establishment of a center in China for Lancang-Mekong water resources cooperation to serve as a platform for LMC countries to strengthen comprehensive cooperation in technical exchanges, capacity building, drought and flood management, data and information sharing, conducting joint research and analysis related to Lancang-Mekong river resources; |
| 11、開展農(nóng)業(yè)技術(shù)交流與農(nóng)業(yè)能力建設(shè)合作，在湄公河國(guó)家合作建立更多的農(nóng)業(yè)技術(shù)促進(jìn)中心，建設(shè)優(yōu)質(zhì)高產(chǎn)農(nóng)作物推廣站（基地），加強(qiáng)漁業(yè)、畜牧業(yè)和糧食安全合作，提高農(nóng)業(yè)發(fā)展水平。 | 11. Carry out technical exchanges and capacity building cooperation in agriculture, establish more agricultural technology centers and high-quality, high-yield demonstration stations (bases) in Mekong countries, strengthen cooperation in fishery and animal husbandry, and food security and elevate the level of agricultural development; |
| 12、落實(shí)“東亞減貧合作倡議”，在湄公河國(guó)家建立減貧合作示范點(diǎn)，交流減貧經(jīng)驗(yàn)，實(shí)施相關(guān)項(xiàng)目。 | 12. Implement the "Cooperation Initiative on Poverty Reduction in East Asia", establish poverty reduction model bases in the Mekong countries, enhance experience sharing and implement relevant projects; |
| 13、強(qiáng)調(diào)穩(wěn)定的金融市場(chǎng)和健全的金融架構(gòu)對(duì)實(shí)體經(jīng)濟(jì)發(fā)展的重要性，支持各國(guó)努力加強(qiáng)金融監(jiān)管能力建設(shè)和協(xié)調(diào)。繼續(xù)研究并分享經(jīng)驗(yàn)，以推進(jìn)雙邊本幣互換和本幣結(jié)算，深化金融機(jī)構(gòu)合作。 | 13. Emphasize the importance of a stable financial market and sound financial structure to the development of real economy; support efforts to enhance capacity for and coordination on financial supervision and regulations; continue studies and exchange experiences in order to facilitate the use of bilateral currency swap, local currency settlement and cooperation among financial institutions; |
| 14、作為亞洲基礎(chǔ)設(shè)施投資銀行成員國(guó)，支持亞投行高效運(yùn)營(yíng)，為彌補(bǔ)基礎(chǔ)設(shè)施建設(shè)領(lǐng)域的融資缺口，向亞投行尋求支持。 | 14. Support efficient operation of AIIB as members of AIIB and seek support from AIIB in addressing the financing gap in infrastructure development; |
| 15、鼓勵(lì)可持續(xù)與綠色發(fā)展，加強(qiáng)環(huán)保和自然資源管理，可持續(xù)和有效地開發(fā)和利用清潔能源，建設(shè)區(qū)域電力市場(chǎng)，加強(qiáng)清潔能源技術(shù)交流與轉(zhuǎn)讓。 | 15. Encourage sustainable and green development, enhance environmental protection and natural resources management; develop and utilize sustainably and efficiently clean energy sources, develop regional power market, and enhance exchange and transfer of clean energy technologies; |
| 16、共同推動(dòng)《區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》談判，期待談判于2016年如期完成，促進(jìn)東亞貿(mào)易和投資便利化。 | 16. Work together to push forward the Regional Comprehensive Economic Partnership (RCEP) negotiations and look forward to the conclusion of the negotiations in 2016, and promote trade and investment facilitation in East Asia; |
| 17、加強(qiáng)成員國(guó)之間文化交流，支持文化機(jī)構(gòu)和藝術(shù)家間的交流合作，探討建立瀾湄人文交流平臺(tái)的可能性。推動(dòng)政府建立的文化中心充分發(fā)揮作用，開展形式多樣的文化交流。 | 17. Strengthen cultural exchanges among member countries, support exchanges and cooperation among cultural organizations and artists, explore the possibility of building a Lancang-Mekong cultural exchange platform, give full play to the role of cultural centers set up by governments and carry out various forms of cultural exchanges; |
| 18、提升科技合作和經(jīng)驗(yàn)分享，深化人力資源開發(fā)、教育政策、職業(yè)培訓(xùn)合作和教育主管部門及大學(xué)間交流。 | 18. Advance cooperation and experience sharing in science and technology; deepen cooperation in human resource development, educational policy and professional training, exchanges among educational authorities, universities and colleges; |
| 19、加強(qiáng)公共衛(wèi)生合作，特別是在傳染病疫情監(jiān)測(cè)、聯(lián)防聯(lián)控、技術(shù)設(shè)備、人員培訓(xùn)等領(lǐng)域加強(qiáng)合作，推動(dòng)建立瀾湄?zé)釒Р”O(jiān)測(cè)預(yù)警平臺(tái)，推動(dòng)傳統(tǒng)醫(yī)藥合作。 | 19. Expand cooperation in public health, particularly the areas of epidemic monitoring, joint prevention and control, technology and equipment, and personnel training, work for the establishment of a Lancang-Mekong tropical disease monitoring and early warning platform. Promote cooperation in traditional medicine; |
| 20、增進(jìn)旅游交流與合作，改善旅游環(huán)境，提升區(qū)域旅游便利化水平，建立瀾湄旅游城市合作聯(lián)盟。 | 20. Increase tourism exchanges and cooperation, improve tourism environment, enhance regional tourism facilitation, and strive to establish a Lancang-Mekong tourist cities cooperation alliance; |
| 21、鼓勵(lì)媒體、智庫(kù)、婦女、青年等交流，打造六國(guó)智庫(kù)聯(lián)盟和媒體論壇，繼續(xù)舉辦瀾滄江－湄公河青年友好交流項(xiàng)目。 | 21. Encourage exchanges among the mass media, think tanks, women and youth, build a think tank network and media forum of the six countries, and continue to carry out Lancang-Mekong youth exchange events; |
| 22、每?jī)赡昱e行一次瀾湄合作領(lǐng)導(dǎo)人會(huì)議，并根據(jù)需要舉行領(lǐng)導(dǎo)人特別會(huì)議或非正式會(huì)議，旨在為瀾湄合作長(zhǎng)遠(yuǎn)發(fā)展進(jìn)行戰(zhàn)略規(guī)劃。外長(zhǎng)會(huì)每年舉行一次，負(fù)責(zé)合作政策規(guī)劃和協(xié)調(diào)。根據(jù)需要舉行外交高官會(huì)和工作組會(huì)，商討具體領(lǐng)域合作。未來視合作需要不斷完善瀾湄合作機(jī)制建設(shè)。 | 22. Hold LMC Leaders' Meeting once every two years, and ad hoc or informal leaders meetings as needed, to map out strategic planning for long-term LMC development; hold LMC Foreign Ministers' Meeting once a year to conduct policy planning and coordination for cooperation; hold senior diplomatic officials' meetings and working group meetings as necessary to discuss cooperation in specific fields; improve LMC institutional building in accordance with future cooperation needs; |
| 23、歡迎中方設(shè)立瀾湄合作專項(xiàng)基金、優(yōu)惠性質(zhì)貸款和專項(xiàng)貸款，用于推進(jìn)瀾湄合作。歡迎中方承諾未來3年向湄公河國(guó)家提供1.8萬人年獎(jiǎng)學(xué)金和5000個(gè)來華培訓(xùn)名額，用于支持瀾湄國(guó)家間加強(qiáng)合作。 | 23. Welcome China's commitment to establish a LMC Fund, provide concessional loans and special loans, and provide 18,000 person-year scholarships and 5,000 training opportunities to candidates from Mekong countries in the next 3 years to support closer cooperation among Lancang-Mekong countries; |
| 24、認(rèn)可“早期收獲項(xiàng)目聯(lián)合清單”，期待有關(guān)項(xiàng)目盡早實(shí)施，惠及所有成員國(guó)。各國(guó)領(lǐng)域部門應(yīng)組建聯(lián)合工作組，規(guī)劃落實(shí)具體項(xiàng)目。 | 24. Endorse the joint list of "early harvest" projects, and look forward to their early implementation for the benefits of all member countries. Joint working groups shall be established by the line agencies of member countries to develop and implement LMC projects; |
| 25、加強(qiáng)各領(lǐng)域人才培訓(xùn)合作，提升瀾湄國(guó)家能力建設(shè)，為瀾湄合作的長(zhǎng)遠(yuǎn)發(fā)展提供智力支撐。 | 25. Strengthen cooperation in personnel training in various fields to improve capacity building of the Lancang-Mekong countries, and provide intellectual support to the long-term development of LMC; |
| 26、鼓勵(lì)六國(guó)政府部門、地方省區(qū)、商業(yè)協(xié)會(huì)、民間組織等加強(qiáng)交流，商討和開展相關(guān)合作。 | 26. Encourage closer exchanges among government agencies, local provinces and districts, business associations and non-governmental organizations of our six countries to discuss and carry out relevant cooperation. |
