It gives me great pleasure to attend the 56th Munich Security Conference and join friends old and new.

今年中方的出席具有特殊意義，因?yàn)槲液臀业耐率菑那熬€而來(lái)。中國(guó)政府正在習(xí)近平主席堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，全力抗擊一場(chǎng)突如其來(lái)的新型疫情，14億中國(guó)人民團(tuán)結(jié)一心，投身到這場(chǎng)沒(méi)有硝煙的戰(zhàn)爭(zhēng)之中。我們決心守護(hù)武漢，守護(hù)湖北，守護(hù)與病毒抗?fàn)幍拿恳晃还侨馔瑘?jiān)決打贏這場(chǎng)疫情阻擊戰(zhàn)。

We attend this year's MSC at an unusual moment, as my colleagues and I came straight from a battlefront. Under the strong leadership of President Xi Jinping, the Chinese government is engaged in a vigorous effort to combat the sudden outbreak of a novel virus. The 1.4 billion Chinese people are united as one in fighting this "war without smoke". We resolve to protect the city of Wuhan, protect Hubei province, and protect every fellow countryman who is struggling with the virus. And we are determined to fight and win this battle. 

在中國(guó)農(nóng)歷新年的第一天，習(xí)近平主席親自作出指揮部署，向疫情全面宣戰(zhàn)。中國(guó)政府迅速建立起聯(lián)防聯(lián)控的舉國(guó)體制，李克強(qiáng)總理親赴武漢指導(dǎo)抗疫。從中央到地方，從城市到農(nóng)村，我們以壯士斷腕的決心，果斷采取最全面、最嚴(yán)格、最徹底的舉措迎擊疫情。

On the very day of the lunar new year, President Xi Jinping personally chaired a meeting to direct the outbreak response, declaring an all-out war on the epidemic. The government promptly established a national framework of comprehensive, inter-agency response. Premier Li Keqiang went to Wuhan, the epicenter of the outbreak, to inspect epidemic control efforts. From the central government to local governments, from urban to rural areas, the whole nation is battling the epidemic with resolve and self-sacrifice. Nothing short of the most comprehensive, rigorous and thorough-going measures have been taken. 

正如許多國(guó)家領(lǐng)導(dǎo)人所說(shuō)，中國(guó)人民戰(zhàn)勝疫情的決心令人驚嘆，中方行動(dòng)速度之快、規(guī)模之大，世所罕見(jiàn)，展示出的中國(guó)速度、中國(guó)規(guī)模、中國(guó)效率顯示了中國(guó)制度的優(yōu)勢(shì)。

As many world leaders noted, it is admirable that the Chinese government and people have shown firm resolve in dealing with the epidemic. The high speed and massive scale of China's response are rarely seen in the world. China's speed, scale and efficiency all demonstrate the strengths of China's system. 

防范疫情的重點(diǎn)地區(qū)在武漢，但武漢并不孤單，因?yàn)槿袊?guó)人民都同武漢和湖北的兄弟姐妹堅(jiān)定地站在一起。

Wuhan may be the front line in this battle, yet Wuhan is not fighting alone. We Chinese across the country stand firmly with our brothers and sisters in Wuhan and Hubei. Let me highlight a few examples of our united effort.

科技人員不眠不休投入工作，不到7天就成功分離病毒毒株并研制出檢測(cè)試劑。一百多支醫(yī)療隊(duì)、兩萬(wàn)多名醫(yī)護(hù)人員從全國(guó)各地向湖北重災(zāi)區(qū)集結(jié)，被譽(yù)為當(dāng)代“最美逆行者”。所有醫(yī)護(hù)人員以高度的職業(yè)素養(yǎng)，夜以繼日奮斗在救治一線，冒著被感染的危險(xiǎn)拯救病人的生命，透支自己的健康守護(hù)他人的安寧。

Scientists and researchers, who have been working day and night, isolated the first virus strain and developed the test reagent in less than seven days. Hailed as heroes in harm's way, over 20,000 healthcare workers in 100 plus medical teams converged in Hubei, the hardest hit province, from across the nation to support epidemic control. Exemplifying professional dedication, all medical workers are saving and protecting lives around the clock despite the risk of infection and exhaustion from overwork. 

數(shù)千名工程人員通宵達(dá)旦，在不到15天時(shí)間里建成2500張床位的兩所專業(yè)化醫(yī)院。基層社區(qū)人員在風(fēng)雪中深入每一個(gè)街巷，為防控疫情不放棄任何一個(gè)家庭，不遺漏任何一個(gè)角落。千千萬(wàn)萬(wàn)志愿者日夜兼程為疫區(qū)運(yùn)輸物資、提供幫助。遍布海外的華人華僑感同身受，自覺(jué)為抗擊疫情捐錢捐物。

Another group of people working around the clock were several thousand engineers and construction workers, who built the two specialized hospitals equipped with 2,500 beds in less than 15 days. Braving freezing weather, community workers leave no stone unturned in checking on every block to make sure that no family in need is left unattended to. Tens of thousands of volunteers are working non-stop to help deliver supplies and assistance to the affected regions. Overseas Chinese around the globe rushed to make donations in cash and kind to help battle the outbreak. 

沒(méi)有一個(gè)冬天不可逾越，沒(méi)有一個(gè)春天不會(huì)到來(lái)。

Winter will eventually pass, and spring is sure to come. 

嚴(yán)格徹底的防控措施正在顯現(xiàn)效果。截至2月14日，全國(guó)除湖北以外的確診病例已經(jīng)連續(xù)12天下降，而湖北和武漢的疫情也正在得到更有效管控。這一事實(shí)表明，這場(chǎng)疫情總體上是可控的。治愈人數(shù)昨天超過(guò)了8000人，全國(guó)病亡率控制在2.29%，除湖北以外的病亡率則為0.55%。這一事實(shí)和數(shù)據(jù)表明，這場(chǎng)疫情總體上是可治的。正像習(xí)近平主席所說(shuō)，我們完全有信心、有能力、有把握戰(zhàn)勝這場(chǎng)疫情。黎明，正在到來(lái)；曙光，就在前方。

China's rigorous and thorough measures are paying off. As of 14 February, the number of confirmed cases outside Hubei has recorded a 12-day consecutive drop, and the situation in Hubei and Wuhan is being put under more effective containment. This shows that overall, the epidemic is controllable. The number of cured cases exceeded 8,000 as of yesterday. The case fatality rate has been kept at around 2.29 percent nationwide, and 0.55 percent outside Hubei. These facts and figures demonstrate that the disease is largely curable. Just as President Xi Jinping said, we have full confidence, capacity and determination to defeat the epidemic. Dawn is breaking and we are seeing light coming through.

疫情確實(shí)給中國(guó)的經(jīng)濟(jì)和社會(huì)發(fā)展帶來(lái)了挑戰(zhàn)，但這將是階段性、暫時(shí)性的。中國(guó)經(jīng)濟(jì)有著強(qiáng)勁韌性、巨大潛力和豐沛活力，我們完全有條件抵御各種風(fēng)險(xiǎn)挑戰(zhàn)，中國(guó)經(jīng)濟(jì)大勢(shì)長(zhǎng)期向好的基本面沒(méi)有也不會(huì)改變。

The challenges the outbreak has posed to China's economic and social development will be temporary and short-lived. With its strong resilience, potential and vitality, the Chinese economy is well positioned to overcome all risks and challenges. The fundamentals sustaining sound economic growth have not changed and will not change. 

風(fēng)雨之后總會(huì)有彩虹。相信在疫情得到控制后，中國(guó)將會(huì)浴火重生，積壓的消費(fèi)和增長(zhǎng)潛力將快速釋放，中國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展將在更加健康和可持續(xù)的軌道上闊步前行。

After the storm comes the rainbow. We are confident that China will emerge stronger from the epidemic. Its pent-up consumer demand and growth potential will be quickly unleashed and China will enjoy more sound and sustainable economic and social development.

中華民族歷史上曾經(jīng)歷過(guò)各種艱難困苦，這恰恰培育了我們百折不撓的民族精神。這場(chǎng)疫情同樣將強(qiáng)健我們的筋骨，磨煉我們的意志，讓中國(guó)以更堅(jiān)實(shí)的步伐，實(shí)現(xiàn)全面小康，擺脫絕對(duì)貧困，邁向中華民族的偉大復(fù)興。

The Chinese nation has been through all kinds of trials and tribulations in its history, which forged a national character of perseverance and resilience. Fighting this epidemic will be no exception. It will only make us stronger and more tenacious. Our country will march on in more determined strides to usher in moderate prosperity in all respects, to eradicate absolute poverty, and to realize the rejuvenation of the Chinese nation.

人類文明史就是一場(chǎng)與疾病的抗?fàn)幨?。病毒沒(méi)有國(guó)界，中方從一開(kāi)始就高度重視國(guó)際衛(wèi)生合作，本著公開(kāi)透明原則，及時(shí)向各方通報(bào)疫情信息，分享病毒基因序列，與世衛(wèi)組織密切合作，邀請(qǐng)國(guó)際專家并肩工作，積極為在華外國(guó)公民提供協(xié)助和便利。目前，在中國(guó)境外確診病例僅占所有病例的不足1%。我們卓有成效地阻止了疫情在全球范圍的擴(kuò)散，為全球公共衛(wèi)生安全做出了巨大努力，付出了代價(jià)和犧牲。

The history of civilization is a history of struggle against disease. Virus respects no borders. That is why we have attached great importance to international health cooperation from the start of the outbreak. In the spirit of openness and transparency, we promptly notified the world about the outbreak and shared the genetic sequence of the virus. We have been working closely with WHO, invited international experts to join our ranks, and provided assistance and facilitation to foreign nationals in China. 

To date, confirmed cases outside China account for less than one percent of the world's total. It means China has effectively curbed the spread of the outbreak beyond our borders. For that, we have made extraordinary efforts and a heavy sacrifice. 

同時(shí)，中國(guó)并不是孤軍作戰(zhàn)，國(guó)際社會(huì)也給予了我們寶貴的精神支持和物質(zhì)援助。各國(guó)人民同中國(guó)人民的友情在共同抗擊疫情中得到了升華。

That said, China is not fighting alone. The international community has given us valuable moral and material support. This joint fight is strengthening the friendship between the Chinese people and peoples across the world.

俄羅斯、白俄羅斯、韓國(guó)等國(guó)雪中送炭，迅速派專機(jī)將急需的醫(yī)療物資送抵武漢。巴基斯坦作為中國(guó)的鐵桿兄弟，送來(lái)了自己儲(chǔ)備的幾乎全部口罩。柬埔寨首相洪森在疫情最嚴(yán)重的時(shí)候?qū)３虂?lái)京，表達(dá)對(duì)中國(guó)的堅(jiān)定支持。泰國(guó)總理巴育特意錄制視頻，傳遞中泰一家親，攜手抗擊疫情的信念。斯里蘭卡總理拉賈帕克薩親赴科倫坡無(wú)畏寺，與全國(guó)大小寺廟的近百萬(wàn)信眾為中國(guó)抗擊疫情誦經(jīng)祈福。意大利總統(tǒng)馬塔雷拉訪問(wèn)華人小學(xué)，還在總統(tǒng)府舉辦支持中國(guó)抗擊疫情專場(chǎng)音樂(lè)會(huì)。

Russia, Belarus and the ROK swiftly delivered badly needed medical supplies to Wuhan through chartered flights. Pakistan, our iron-clad brother, sent us virtually all the masks in its stock. At the peak of the outbreak, Prime Minister Hun Sen of Cambodia paid a special visit to Beijing to offer his staunch support for China. Through a specially made video, Prime Minister Prayut Chan-o-cha of Thailand conveyed the message that Thailand and China are one family committed to fighting the epidemic together. Prime Minister Mahinda Rajapaksa of Sri Lanka prayed for China at the Abhayarama Temple in Colombo, alongside nearly a million Buddhist believers in his country. Italian President Sergio Mattarella visited a school with a large number of Chinese students and hosted a concert in the Quirinal Palace in support of China's epidemic response.

在我們抗擊疫情最艱苦的日子里，各國(guó)人民也和我們堅(jiān)定站在一起。日本友好團(tuán)體在送往中國(guó)的物資上寫了一句中國(guó)古詩(shī)：“豈曰無(wú)衣，與子同裳”，表達(dá)一衣帶水鄰邦與中國(guó)人民的感同身受。美國(guó)社會(huì)各界踴躍捐贈(zèng)醫(yī)療物資。印尼警察演唱“武漢加油歌”，英國(guó)小學(xué)生合唱“讓世界充滿愛(ài)”，阿聯(lián)酋哈利法塔亮起中國(guó)紅，德國(guó)拜仁慕尼黑足球俱樂(lè)部也專門為中國(guó)加油打氣。

In the toughest times of the fight, people around the world are standing firmly by our side. Japanese groups sent assistance supplies to China, attached with ancient Chinese poetic lines: "Fear not the want of armor, for mine is also yours to wear", conveying a touching message of empathy from a close neighbor. In other parts of the world, Americans from all walks of life donated medical items and supplies; an Indonesian policeman sang the song "Go, Wuhan!"; UK pupils performed a Chinese song "Fill the World with Love"; the Burj Khalifa Tower in the UAE was lit up in red in solidarity with China; and from this city, Bayern Munich sent its best wishes to China.

菲利普·克萊因，是一位在武漢工作的法國(guó)醫(yī)生，在危難面前毅然留下，和中國(guó)人民并肩戰(zhàn)斗。他還說(shuō)已經(jīng)準(zhǔn)備好一瓶香檳，等疫情結(jié)束后再打開(kāi)共同慶祝。一名叫蒙亞的津巴布韋留學(xué)生，在武漢學(xué)習(xí)生活了3年，疫情爆發(fā)后，他也選擇留了下來(lái)，并且主動(dòng)報(bào)名成了一名抗疫志愿者。

In the face of danger, Philippe Klein, a French doctor working in Wuhan, did not hesitate to stay and fought alongside the Chinese people. He said he kept a bottle of champagne to be popped open for celebrating the end of the epidemic. Munyaradzi Gurure, a Zimbabwean student who lived in Wuhan for three years, also chose to stay and signed up to be a volunteer.

截至今天，全球共有160多個(gè)國(guó)家和國(guó)際組織的領(lǐng)導(dǎo)人專門發(fā)函致電中國(guó)，表達(dá)對(duì)中方的堅(jiān)定支持。各國(guó)政要紛紛公開(kāi)發(fā)聲，為武漢加油，為中國(guó)加油。

To date, leaders of more than 160 countries and international organizations have sent letters or messages to express their firm support. Political leaders around the world have spoken in public to cheer for Wuhan and for China.

中華民族是懂得感恩的民族，大家給予的每一份寶貴支持，我們都會(huì)銘記于心。在此，我謹(jǐn)代表中國(guó)政府，向所有支持中國(guó)抗擊疫情的國(guó)家、國(guó)際組織和各國(guó)人民表示衷心的感謝！

The Chinese are a grateful nation. We will remember and hold dear every act of support. On behalf of the Chinese government, let me say a heartfelt thank-you to all the countries, international organizations and people who have supported China's ongoing epidemic control efforts.

Ladies and Gentlemen,

突如其來(lái)的疫情再次提醒我們，這是一個(gè)傳統(tǒng)安全與非傳統(tǒng)安全相互交織的時(shí)代，也是一個(gè)局部問(wèn)題和全球問(wèn)題彼此轉(zhuǎn)化的時(shí)代，任何一個(gè)國(guó)家都不可能獨(dú)善其身，任何一個(gè)國(guó)家也不可能包打天下，各國(guó)的利益已經(jīng)緊密地融合在一起。

This sudden outbreak reminds us once again that we live in a time when traditional and non-traditional security issues are entwined, and when local issues easily become global and vice versa. No country can prosper in isolation or meet all challenges on its own, as our interests are closely inter-connected.

今年慕尼黑安全報(bào)告的主題是“西方缺失”，這反映了歐美國(guó)家認(rèn)識(shí)世界的一種視角。

"Westlessness", the title of Munich Security Report 2020, reflects a perception of the world among some in Europe and the United States. 

中方的看法是，人類社會(huì)已進(jìn)入全球化時(shí)代，我們有必要擺脫東西方的劃分，超越南北方的差異，真正把這個(gè)賴以生存的星球看作是一個(gè)生命共同體。我們有必要邁過(guò)意識(shí)形態(tài)的鴻溝，包容歷史文化的不同，真正把我們這個(gè)國(guó)際社會(huì)看作是一個(gè)世界大家庭。

China's view is that as human society has entered the age of globalization, we must transcend the East-West divergence and the North-South divide, to see our shared planet as a community for all. We must go beyond the ideological gap and accommodate historical and cultural differences, to see the international community as one global family.

因?yàn)槊鎸?duì)全球化，挑戰(zhàn)是共同的，責(zé)任是共同的，命運(yùn)也是共同的。我們需要找到有效的多邊合作框架，共同應(yīng)對(duì)層出不窮的各種挑戰(zhàn)；我們需要樹立正確的多邊合作理念，真正做到大家的事情，大家商量著辦。

In the era of globalization, we face the same challenges, shoulder common responsibilities and have a shared future. This means we must set up an effective framework for multilateral cooperation to jointly tackle the myriad of challenges. It also points to the need for committing to multilateral cooperation, whereby international affairs are truly discussed and decided by all involved.

關(guān)于如何建設(shè)多邊主義，各國(guó)提出了很多有益看法。習(xí)近平主席指出，倡導(dǎo)和踐行多邊主義，應(yīng)該以維護(hù)世界和平、促進(jìn)共同發(fā)展為目標(biāo)，以維護(hù)公平正義、推動(dòng)互利共贏為宗旨，以國(guó)際法和公認(rèn)的國(guó)際關(guān)系基本準(zhǔn)則為基礎(chǔ)。這是中國(guó)對(duì)于在全球化背景下如何踐行多邊主義的鄭重回答。

Many countries have proposed constructive ideas on building multilateralism. As President Xi Jinping pointed out, in promoting and enforcing multilateralism, our aim should be to safeguard peace and development for all, and uphold fairness, justice and mutual benefit. And the practice of multilateralism should be grounded on international law and widely recognized norms of international relations. This is China's considered answer to the question of how to put multilateralism into action in a globalized world. 

第一，堅(jiān)持多邊主義，應(yīng)當(dāng)謀求共同發(fā)展。

First, to uphold multilateralism, we should pursue shared development.

多邊主義不認(rèn)同一國(guó)優(yōu)先，主張各國(guó)都享有平等發(fā)展權(quán)利。如果只有西方國(guó)家保持繁榮進(jìn)步，西方以外的國(guó)家永遠(yuǎn)落后，不是在真正踐行多邊主義，也無(wú)法實(shí)現(xiàn)人類的共同進(jìn)步。中國(guó)著名社會(huì)學(xué)家費(fèi)孝通先生曾倡導(dǎo)“各美其美，美人之美，美美與共，天下大同”。全球化時(shí)代，只有更多的國(guó)家發(fā)展起來(lái)，國(guó)際社會(huì)的力量才能更強(qiáng)，共同應(yīng)對(duì)挑戰(zhàn)的伙伴才會(huì)更多。

Multilateralism does not stand for putting any country above others. Instead, it advocates the equal right to development shared by all countries. If the West enjoys lasting prosperity and progress while the rest are mired in backwardness, multilateralism can never be truly implemented and the common progress of humanity would be impossible to achieve. Fei Xiaotong, a renowned Chinese sociologist, envisioned a world in which countries treasure their own distinct heritages, appreciate other cultures and promote shared prosperity. In the globalized era, only when more countries get to develop, can the international community be empowered and can there be more partners in our joint response to challenges. 

中國(guó)是一個(gè)擁有5000年文明的大國(guó)，中國(guó)人民憑借勤勞和智慧走向現(xiàn)代化，是歷史演進(jìn)的必然。中國(guó)自身的國(guó)情決定我們不能照搬西方的模式，中國(guó)的文化基因要求我們不應(yīng)走國(guó)強(qiáng)必霸的老路。我們的選擇是，堅(jiān)持自身和平發(fā)展，堅(jiān)持與世界合作共贏。中國(guó)特色社會(huì)主義道路已經(jīng)取得巨大成功，并正在展現(xiàn)旺盛生命力和光明前景，中國(guó)共產(chǎn)黨代表著最廣大人民群眾的根本利益，黨的執(zhí)政地位始終得到14億人民的衷心擁護(hù)。

As a big country with 5,000 years of civilization, China's modernization, which is being achieved through the hard work and wisdom of its people, represents an inevitable trend of history. Given its national conditions, China will not copy the Western model. Given its cultural traditions, China will not seek hegemony even when it grows in strength. What we have chosen is peaceful development of our own country and mutually beneficial cooperation with the world. The path of socialism with Chinese characteristics, which has underpinned China's remarkable success, is brimming with vitality and leading to an even more promising future. The Communist Party of China (CPC) represents the fundamental interests of all Chinese people, and its leadership is supported by the 1.4 billion people of China.

我們尊重西方國(guó)家的選擇，愿意借鑒發(fā)達(dá)國(guó)家的有益經(jīng)驗(yàn)，與各國(guó)實(shí)現(xiàn)共同繁榮。西方也應(yīng)摒棄篤信自身文明優(yōu)越的潛意識(shí)，放棄對(duì)中國(guó)的偏見(jiàn)和焦慮，尊重中國(guó)人民的選擇，接受和歡迎一個(gè)與西方制度不同的東方大國(guó)的發(fā)展振興，因?yàn)檫@一歷史進(jìn)程已經(jīng)構(gòu)成人類整體進(jìn)步的重要組成部分，也呈現(xiàn)出多邊主義給我們這個(gè)世界帶來(lái)的豐富多彩。

China respects the choices of Western countries, and will draw on the experience of developed countries to work for shared prosperity. Likewise, the West also needs to eschew the subconscious belief in the superiority of its civilization and abandon its prejudices and anxieties regarding China. It needs to respect the choices of the Chinese people and accept and welcome the development and rejuvenation of a major country in the East, one with a system different from the West. For China's development and rejuvenation is an important part of human progress and embodies the colorful diversity brought by multilateralism.

第二，堅(jiān)持多邊主義，大國(guó)應(yīng)當(dāng)身體力行。

Second, to uphold multilateralism, major countries should set a good example.

多邊主義能否成功，大國(guó)的協(xié)作至關(guān)重要。在國(guó)際事務(wù)尤其是多邊事務(wù)中，大國(guó)發(fā)揮著關(guān)鍵作用，承擔(dān)著重大責(zé)任。因此，大國(guó)要有大國(guó)的擔(dān)當(dāng)，不應(yīng)搞本國(guó)優(yōu)先，而是要維護(hù)好各國(guó)的共同利益；不應(yīng)熱衷于劃分勢(shì)力范圍，而是應(yīng)努力保持世界的開(kāi)放性；不應(yīng)相互對(duì)抗拆臺(tái)，而是要攜手維護(hù)世界的和平穩(wěn)定。

Collaboration between major countries is instrumental to the success of multilateralism. In international and particularly in multilateral affairs, major countries play a key role and shoulder significant responsibilities. Therefore, they need to behave in a way that befits their status. Instead of putting their own interests above those of others, they should care for the common interests of all countries; instead of carving out spheres of influence, they should work for an open world; and instead of provoking confrontation, they should work together to maintain world peace and stability.

我們將同俄羅斯進(jìn)一步深化戰(zhàn)略協(xié)作，堅(jiān)持兩國(guó)元首的戰(zhàn)略引領(lǐng)，全方位推進(jìn)中俄新時(shí)代全面戰(zhàn)略協(xié)作伙伴關(guān)系，為維護(hù)國(guó)際安全穩(wěn)定與戰(zhàn)略平衡注入更多正能量。

China will further strengthen strategic coordination with Russia. Following the strategic guidance of our presidents, we will advance our comprehensive strategic partnership of coordination for a new era on all fronts, and instill more positive energy into global security, stability and strategic balance. 

我們將同美國(guó)繼續(xù)探尋和平共處、合作共贏之道。希望美方能以更開(kāi)放包容心態(tài)看待中國(guó)的發(fā)展，本著平等和相互尊重精神，管控彼此之間的矛盾分歧，堅(jiān)持協(xié)調(diào)、合作、穩(wěn)定的總基調(diào)，推動(dòng)中美關(guān)系沿著正確軌道向前發(fā)展。

China will work with the US to find a way of promoting peaceful co-existence and mutually beneficial cooperation. We hope the US side will embrace a more open and inclusive approach when viewing China's development, work with us to manage differences in a spirit of equality and mutual respect, and adhere to the principles of coordination, cooperation and stability in bilateral ties. We should work together to keep China-US relations on the right track.

我們將同歐洲全面深化合作，聚焦中歐關(guān)系提質(zhì)升級(jí)，深化綠色和數(shù)字合作，推動(dòng)中國(guó)與中東歐國(guó)家合作向更廣領(lǐng)域拓展。我們將一如既往支持歐洲一體化進(jìn)程，支持歐洲走團(tuán)結(jié)自強(qiáng)道路，支持歐洲在多邊事務(wù)中發(fā)揮積極作用。

China will deepen cooperation with Europe across the board with a focus on upgrading China-EU relations, enhancing cooperation on green development and the digital economy, and expanding China-CEEC cooperation. As always, we support European integration, support a united and strong Europe, and support Europe's active role in multilateral affairs. 

第三，堅(jiān)持多邊主義，應(yīng)當(dāng)維護(hù)國(guó)際準(zhǔn)則。

Third, to uphold multilateralism, we should uphold international norms.

多邊主義不接受單邊行徑，認(rèn)為國(guó)際關(guān)系應(yīng)實(shí)現(xiàn)民主化，而民主化應(yīng)建立在遵守國(guó)際法治和維護(hù)國(guó)際正義的基礎(chǔ)之上?！堵?lián)合國(guó)憲章》確立的尊重國(guó)家主權(quán)、和平解決爭(zhēng)端、不干涉內(nèi)政等原則，構(gòu)成了現(xiàn)代國(guó)際法的基石。

Multilateralism is antithetical to unilateral moves. Instead, it supports greater democracy in international relations based on international rule of law and justice. The principles enshrined in the UN Charter, including respect for national sovereignty, peaceful resolution of disputes and non-interference in internal affairs, are the bedrock of modern international law.

中國(guó)是第一個(gè)在《聯(lián)合國(guó)憲章》上簽下名字的聯(lián)合國(guó)創(chuàng)始會(huì)員國(guó)。我們始終恪守初心，做憲章宗旨和國(guó)際法的堅(jiān)定維護(hù)者。

As the first founding member of the UN to sign its Charter, China has stayed true to the UN's founding aspirations and firmly defended the purposes of the Charter and international law.

正因?yàn)閳?jiān)持國(guó)家主權(quán)原則，我們才一貫主張敘利亞問(wèn)題應(yīng)踐行“敘人主導(dǎo)、敘人所有”，阿富汗問(wèn)題也應(yīng)踐行“阿人主導(dǎo)、阿人所有”。正因?yàn)閳?jiān)持不干涉內(nèi)政，我們才堅(jiān)決反對(duì)任何對(duì)涉及中國(guó)臺(tái)灣、香港、新疆等內(nèi)部事務(wù)的粗暴干涉，也反對(duì)任何干涉其他國(guó)家內(nèi)政的強(qiáng)權(quán)政治。正因?yàn)閳?jiān)持和平解決爭(zhēng)端，我們才倡導(dǎo)通過(guò)對(duì)話解決朝鮮半島核問(wèn)題，一并實(shí)現(xiàn)半島完全無(wú)核化和建立半島永久和平機(jī)制。同時(shí)堅(jiān)持通過(guò)對(duì)話談判妥善處理南海存在的爭(zhēng)端，與東盟一道，盡快達(dá)成約束各方的“南海行為準(zhǔn)則”。正因?yàn)閳?jiān)持國(guó)際公平正義，我們才堅(jiān)定支持巴勒斯坦人民和一切受壓迫人民的正義呼聲，反對(duì)以強(qiáng)凌弱、反對(duì)以大欺小，反對(duì)沒(méi)有國(guó)際法依據(jù)的單邊制裁和長(zhǎng)臂管轄。同時(shí)，在力所能及范圍內(nèi)向發(fā)展中國(guó)家提供不附加政治條件的援助，開(kāi)展南南合作。

Proceeding from our commitment to national sovereignty, China has called for a "Syrian-led, Syrian-owned" approach for Syria and an "Afghan-led, Afghan-owned" solution for the Afghan issue. 

Proceeding from our commitment to non-interference, China has rejected unwarranted interference in its internal affairs on issues related to Taiwan, Hong Kong and Xinjiang, and opposed the power politics of meddling in other countries' internal affairs. 

Proceeding from our commitment to the peaceful settlement of disputes, China has advocated a negotiated solution to the Korean Peninsula nuclear issue based on the simultaneous achievement of complete denuclearization and a lasting peace mechanism. In the same spirit, we endeavor to properly resolve disputes in the South China Sea through dialogue and negotiation, and are working with ASEAN countries on a Code of Conduct to be observed by all relevant parties. 

Proceeding from our commitment to international fairness and justice, China has firmly stood with the Palestinian people and all the oppressed peoples in their call for justice. We oppose the strong bullying the weak, the big bullying the small, and unilateral sanctions or long-arm jurisdiction which find no ground in international law. We provided assistance to fellow developing countries to the best of our ability and without any political strings attached, and advanced South-South cooperation. 

中國(guó)的外交政策立足于維護(hù)世界和平、促進(jìn)共同發(fā)展的對(duì)外交往宗旨，源自于堅(jiān)守國(guó)際法和國(guó)際關(guān)系基本準(zhǔn)則，不受一時(shí)一事影響，沒(méi)有自身的私利，因此呈現(xiàn)出高度的穩(wěn)定性和連續(xù)性，經(jīng)得起歷史考驗(yàn)，贏得了各國(guó)信任。

The mission of China's foreign policy is to promote world peace and common development. It is rooted in international law and the basic norms governing international relations and will not be swayed by turns of events. We pursue no selfish interests. Our policy, which is stable and consistent, can stand the test of history and has won the trust of others. 

第四，堅(jiān)持多邊主義，應(yīng)當(dāng)樹立共同體意識(shí)。

Fourth, to uphold multilateralism, we need to see the world as one community.

這次疫情讓人們?cè)俅握J(rèn)識(shí)到，各國(guó)命運(yùn)休戚與共，緊密相連。加強(qiáng)全球治理，增進(jìn)國(guó)際協(xié)調(diào)是當(dāng)務(wù)之急，刻不容緩。

The outbreak of the epidemic has once again reminded us that our countries' future is closely linked. Global governance and international coordination must be strengthened without delay.

習(xí)近平主席提出構(gòu)建人類命運(yùn)共同體的重大倡議，號(hào)召各國(guó)超越社會(huì)制度、歷史文化和發(fā)展階段的不同，共同呵護(hù)好人類賴以居住的星球，共同建設(shè)好榮損與共的地球村。

On this front, President Xi Jinping put forward an important initiative of building a community with a shared future for mankind, calling on all countries to rise above differences in social system, history, culture and development stage, jointly preserve Mother Earth, our common home, and work for a prosperous global village in which we all have a stake.

這一倡議基于天下一家的中華文化傳統(tǒng)，體現(xiàn)了對(duì)人類未來(lái)的深刻思考和人文關(guān)懷，既是全球治理的必由之路，也是多邊主義的終極目標(biāo)。不僅為解決當(dāng)今世界面臨的挑戰(zhàn)提出了中國(guó)方案，也成為中國(guó)特色大國(guó)外交高舉的一面旗幟，我們?cè)竿鲊?guó)一起，為此做出不懈努力！

The initiative of building a community with a shared future is inspired by the traditional Chinese philosophy that sees the world as one big family. It reflects profound thinking on the future of mankind and embodies a spirit of humanity; it points the way forward for global governance and represents the ultimate goal of multilateralism. It is a Chinese proposal on how to address today's challenges and has become an overarching goal of our major-country diplomacy with Chinese characteristics. China is ready to join hands with all countries and make unremitting efforts to this end.
