New concept for development

Development is the underpinning and the key for solving all our country’s problems; our development must be sound development.

We must pursue with firmness of purpose the vision of innovative, coordinated, green, and open development that is for everyone.

We must uphold and improve China’s basic socialist economic system and socialist distribution system. There must be no irresolution about working to consolidate and develop the public sector; and there must be no irresolution about working to encourage, support, and guide the development of the non-public sector. We must see that the market plays the decisive role in resource allocation, the government plays its role better, and new industrialization, IT application, urbanization, and agricultural modernization go hand in hand. We must actively participate in and promote economic globalization, develop an open economy of higher standards, and continue to increase China’s economic power and composite strength.

We must put quality first and give priority to performance. We should pursue supply-side structural reform as our main task, and work hard for better quality, higher efficiency, and more robust drivers of economic growth through reform. We need to raise total factor productivity and accelerate the building of an industrial system that promotes coordinated development of the real economy with technological innovation, modern finance, and human resources. We should endeavor to develop an economy with more effective market mechanisms, dynamic micro-entities, and sound macro-regulation. This will steadily strengthen the innovation capacity and competitiveness of China’s economy.

In addition to supply-side structural reforms, implementing the new concept for development entails efforts to make China a global leader in innovation, a rural revitalization drive, coordinated development at subnational levels, initiatives to improve the socialist market economy, and a strategy for greater openness.

發(fā)展是解決中國一切問題的基礎(chǔ)和關(guān)鍵，發(fā)展必須是科學(xué)發(fā)展，必須堅(jiān)定不移貫徹創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念。必須堅(jiān)持和完善中國社會主義基本經(jīng)濟(jì)制度和分配制度，毫不動(dòng)搖鞏固和發(fā)展公有制經(jīng)濟(jì)，毫不動(dòng)搖鼓勵(lì)、支持、引導(dǎo)非公有制經(jīng)濟(jì)發(fā)展，使市場在資源配置中起決定性作用，更好發(fā)揮政府作用，推動(dòng)新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化同步發(fā)展，主動(dòng)參與和推動(dòng)經(jīng)濟(jì)全球化進(jìn)程，發(fā)展更高層次的開放型經(jīng)濟(jì)，不斷壯大中國經(jīng)濟(jì)實(shí)力和綜合國力。

貫徹新發(fā)展理念的具體要求是：堅(jiān)持質(zhì)量第一、效益優(yōu)先，以供給側(cè)結(jié)構(gòu)性改革為主線，推動(dòng)經(jīng)濟(jì)發(fā)展質(zhì)量變革、效率變革、動(dòng)力變革，提高全要素生產(chǎn)率，著力加快建設(shè)實(shí)體經(jīng)濟(jì)、科技創(chuàng)新、現(xiàn)代金融、人力資源協(xié)同發(fā)展的產(chǎn)業(yè)體系，著力構(gòu)建市場機(jī)制有效、微觀主體有活力、宏觀調(diào)控有度的經(jīng)濟(jì)體制，不斷增強(qiáng)中國經(jīng)濟(jì)創(chuàng)新力和競爭力。堅(jiān)持新發(fā)展理念要做好深化供給側(cè)結(jié)構(gòu)性改革、加快建設(shè)創(chuàng)新型國家、實(shí)施鄉(xiāng)村振興戰(zhàn)略、實(shí)施區(qū)域協(xié)調(diào)發(fā)展戰(zhàn)略、加快完善社會主義市場經(jīng)濟(jì)體制、推動(dòng)形成全面開放新格局六個(gè)方面的工作。
