Widespread Entrepreneurship and Innovation

At the Central Conference on Economic Work in December 2014, Xi Jinping called for efforts to create an environment conducive to widespread entrepreneurship and innovation at policy and institutional levels. Before that, Li Keqiang had declared at the “Summer Davos” forum in Tianjin in September that China would encourage the widest possible participation in entrepreneurial activities and help unleash a massive wave of grassroots innovation.

Widespread entrepreneurship and innovation will be a new engine for China to upgrade the economy and make it more efficient. The axiom testifies to the leading role of the people and the need for the full participation of their immense creativity in China’s drive towards modernization, enjoyment of the reform dividend, and sharing of the fruits of development. Promoting entrepreneurship and innovation will create more jobs, increase incomes, boost social mobility, and contribute to social equity and justice. This in turn will encourage individuals to further their ideals and realize their full potential as they contribute to the creation of wealth in the society.

大眾創(chuàng)業(yè)、萬(wàn)眾創(chuàng)新

習(xí)近平在2014年12月的中央經(jīng)濟(jì)工作會(huì)議上提出要“營(yíng)造有利于大眾創(chuàng)業(yè)、市場(chǎng)主體創(chuàng)新的政策制度環(huán)境”。此前，李克強(qiáng)在2014年9月的夏季達(dá)沃斯論壇上也曾提出，要掀起“大眾創(chuàng)業(yè)”“草根創(chuàng)業(yè)”的新浪潮，形成“萬(wàn)眾創(chuàng)新”“人人創(chuàng)新”的新態(tài)勢(shì)?！按蟊妱?chuàng)業(yè)、萬(wàn)眾創(chuàng)新”是實(shí)現(xiàn)中國(guó)經(jīng)濟(jì)提質(zhì)增效升級(jí)的“新引擎”，其目的在于尊重人民群眾的主體地位，充分發(fā)揮其無(wú)限創(chuàng)造力，讓他們平等參與現(xiàn)代化進(jìn)程、共同分享改革紅利和發(fā)展成果。推動(dòng)大眾創(chuàng)業(yè)、萬(wàn)眾創(chuàng)新，可以擴(kuò)大就業(yè)、增加居民收入，有利于促進(jìn)社會(huì)縱向流動(dòng)和公平正義，同時(shí)也可以讓中國(guó)民眾在創(chuàng)造財(cái)富的過(guò)程中，更好地實(shí)現(xiàn)精神追求和自身價(jià)值。
