Career Officers System
Since the outcome document of the Third Plenary Session of the 18th CPC Central Committee was unveiled, a new military officer management system has gradually taken shape, spurred by a professionalization process.
Addressing a CMC conference on policy reform in November 2018, Xi Jinping outlined a career plan for military officers, calling for professionalization of the officer corps as a key to bolstering the military’s capabilities. Measures include the introduction of a military hierarchy based on ranks, the update of institutions on officer training, selection, service, compensation and benefits schemes, and the classification of military specialties. Also critical to an innovative military career development system is an integrated approach to managing officer training, evaluation, promotion, appointment and exchange programs.
軍官職業(yè)化制度
2013年11月,中國共產(chǎn)黨十八屆三中全會《決定》提出,以建立軍官職業(yè)化制度為牽引,逐步形成科學(xué)規(guī)范的軍隊干部制度體系。2018年11月,習(xí)近平在中央軍委政策制度改革工作會議上,對建立軍官職業(yè)化制度作出具體部署,明確以專業(yè)化為核心,牢固確立戰(zhàn)斗力這個唯一的根本的標(biāo)準(zhǔn),強(qiáng)化打仗能力導(dǎo)向,以軍銜主導(dǎo)的軍官等級制度為重點,構(gòu)建軍官培養(yǎng)、選拔、服役、待遇等各項制度,構(gòu)建軍官崗位分類制度,調(diào)整軍官服役制度,創(chuàng)新軍官職業(yè)發(fā)展管理制度,統(tǒng)籌設(shè)計軍官培訓(xùn)、考核、晉升、任用、交流等制度。
