Elected vice governor of Jiangsu Province, vice chairman and chairman of the Jiangsu Provincial Committee of the China Association for Promoting Democracy (CAPD) in 1993-1997; and a member, a standing Committee member and vice chairman of the CAPD Central Committee from 1997 till now.

Elected a member of the 8th CPPCC National Committee; a Standing Committee member, and vice chairman of Education, Science Culture and Health Committee of 9th National People's Congress (NPC) in March 1998.
