President Nicolas Sarkozy announced at a cabinet meeting Tuesday that a blocked tax on carbon emissions would take effect July 1, a government spokesman said.

The government intended to implement the tax from the beginning of 2010,but the Constitutional Council rejected the measure in late December, saying it contained too many exemptions for major polluters.
