| 中歐經(jīng)貿(mào)關(guān)系是世界上規(guī)模最大、最具活力的經(jīng)貿(mào)關(guān)系之一。雙向貿(mào)易和投資成為促進(jìn)中歐各自經(jīng)濟(jì)發(fā)展和創(chuàng)新的主要?jiǎng)恿?。中歐都肩負(fù)著繼續(xù)拉動(dòng)世界經(jīng)濟(jì)增長，實(shí)現(xiàn)共同繁榮的重要責(zé)任。雙方致力于塑造發(fā)展創(chuàng)新、增長聯(lián)動(dòng)、利益融合的世界經(jīng)濟(jì)，堅(jiān)定維護(hù)和發(fā)展開放型世界經(jīng)濟(jì)。為此，中歐決心本著互利的精神，進(jìn)一步深化面向2020年的貿(mào)易與投資關(guān)系，促進(jìn)開放、透明的市場和公平的競爭環(huán)境。特別重視為中小企業(yè)提供更多機(jī)會(huì)。 | China and the EU enjoy one of the world's biggest and most dynamic trading relationships. Their trade and investment exchanges have become a major engine driving their respective economic development and innovation. Both sides share responsibility for ensuring that their economies remain key drivers for global economic growth and providing prosperity for all. They are committed to building a world economy where all countries enjoy development and innovation, interconnected growth, interests converging, and firmly safeguarding and developing an open world economy. In that perspective, they are determined to enhance further their trade and investment relationship towards 2020 in a spirit of mutual benefit, by promoting open, transparent markets and a level-playing field. Particular importance will be paid to improving opportunities for Small and Medium Sized Enterprises (SMEs). |

| （一）貿(mào)易與投資 | I. Trade and investment |
| 1. 重申年度經(jīng)貿(mào)高層對(duì)話作為規(guī)劃和指引中歐經(jīng)貿(mào)關(guān)系發(fā)展和對(duì)重要的貿(mào)易、投資和經(jīng)濟(jì)問題進(jìn)行戰(zhàn)略決策的主要平臺(tái)的作用。 | 1. Reaffirm the importance of the annual High-Level Economic and Trade Dialogue as an essential forum for planning and guiding the development of China-EU economic and trade relations as well as taking strategic decisions on important trade, investment and economic issues. |
| 2. 商談并達(dá)成一份全面的中歐投資協(xié)定，涵蓋雙方各自關(guān)心的問題，包括投資保護(hù)和市場準(zhǔn)入。中歐投資協(xié)定有助于逐步提升投資自由化水平并為雙方投資者進(jìn)入各自市場消除投資限制，通過確保雙方長期可預(yù)見性的市場準(zhǔn)入，為雙方投資者提供更為簡單、安全的法律環(huán)境，并為投資者及其投資提供有力保護(hù)。這一涵蓋所有歐盟成員國的全面投資協(xié)定將取代中國與歐盟成員國之間現(xiàn)有的雙邊投資協(xié)定。 | 2. Negotiate and conclude a comprehensive China-EU Investment Agreement that covers issues of interest to either side, including investment protection and market access. The China-EU Investment Agreement will provide for progressive liberalisation of investment and the elimination of restrictions for investors to each other's market. It will provide a simpler and more secure legal framework to investors of both sides by securing predictable long-term access to EU and Chinese markets respectively and providing for strong protection to investors and their investments. It should replace the existing bilateral investment treaties between China and EU Member States with one single comprehensive agreement covering all EU Member States. |

Negotiating and concluding such a comprehensive China-EU Investment Agreement will convey both sides' joint commitment towards stronger cooperation as well as their willingness to envisage broader ambitions including, once the conditions are right, towards a deep and comprehensive FTA, as a longer term perspective. |

| 5. 加強(qiáng)政府采購政策交流，促進(jìn)中國加快完成加入世界貿(mào)易組織《政府采購協(xié)議》談判進(jìn)程。 | 5. Increase exchanges on public procurement policies in order to accelerate and complete the process leading to China's accession to the WTO Government Procurement Agreement. |
| 6. 加強(qiáng)在多邊層面，特別是二十國集團(tuán)和世界貿(mào)易組織，在全球經(jīng)濟(jì)治理問題上的協(xié)調(diào)。推動(dòng)多哈回合談判。中歐將努力推動(dòng)世貿(mào)組織成員在世貿(mào)組織第九屆部長級(jí)會(huì)議上就貿(mào)易便利化、部分農(nóng)業(yè)議題和發(fā)展議題達(dá)成一致，并在此基礎(chǔ)上，為未來談判制定路線圖。為此，雙方將努力就《信息技術(shù)協(xié)定》擴(kuò)圍談判達(dá)成一致。雙方致力于全面完成多哈回合談判。 | 6. Step-up coordination at the multilateral level, notably on global governance issues dealt with by the G20 and WTO, pushing forward the Doha round of negotiations. China and the EU will strive to get WTO members to reach agreement on trade facilitation and some agriculture and development-related subjects at the 9th WTO Ministerial Conference and, on this basis, lay out a roadmap for further negotiation. In this context, they will strive to reach an agreement on the review of the ITA. Both parties are dedicated to the full conclusion of the Doha round of negotiations. |
| 7. 充分利用現(xiàn)有雙邊機(jī)制加強(qiáng)溝通，優(yōu)先采取對(duì)話和磋商，必要時(shí)通過談判，處理重大雙邊貿(mào)易摩擦，以找到互利的解決辦法。 | 7. Make full use of the existing bilateral mechanisms to strengthen communication, handle major bilateral trade frictions through dialogue and consultation as a preferred option, and, if needed, through negotiations, with an objective of finding mutually beneficial solutions. |
| 8. 雙方認(rèn)識(shí)到，應(yīng)按照世貿(mào)組織規(guī)則開展貿(mào)易救濟(jì)調(diào)查和采取貿(mào)易救濟(jì)措施，防止濫用。雙方致力于以公正、客觀和透明的方式進(jìn)行反傾銷反補(bǔ)貼調(diào)查。 | 8. Both sides recognise that it is critical to follow WTO rules when undertaking trade remedy investigations or imposing trade remedy measures, to prevent their abuse. Commit to administer anti-dumping and countervailing duty investigations in a fair, objective and transparent manner. |
| 9. 推動(dòng)中國和歐洲投資銀行的互利務(wù)實(shí)合作。 | 9. Promote practical win-win cooperation between China and the European Investment Bank. |
| 10. 歐盟注意到中方有意探討與歐洲復(fù)興開發(fā)銀行加強(qiáng)合作的方式，以支持對(duì)歐洲國家的投資。 | 10. The EU takes note of China's intention to explore options for closer cooperation with the EBRD, in order to support investment in European countries. |
| 11. 確認(rèn)中歐聯(lián)合海關(guān)合作委員會(huì)在加強(qiáng)雙方海關(guān)合作中的領(lǐng)導(dǎo)和協(xié)調(diào)作用，簽署新的《中歐海關(guān)2014-2017年合作戰(zhàn)略框架》，重點(diǎn)加強(qiáng)雙方在知識(shí)產(chǎn)權(quán)邊境執(zhí)法、供應(yīng)鏈安全、打擊商業(yè)瞞騙、貿(mào)易便利化和外貿(mào)統(tǒng)計(jì)等方面的合作。 | 11. Confirm the leadership and coordination role of the China-EU Joint Customs Cooperation Committee (JCCC) in strengthening China-EU Customs cooperation; sign a new Strategic Framework for China-EU Customs Cooperation for 2014-2017, with special focus on border enforcement of IPR, supply chain security, anti-fraud and trade facilitation and external trade statistics. |
| 12. 深化知識(shí)產(chǎn)權(quán)對(duì)話機(jī)制，充分利用新的技術(shù)合作項(xiàng)目，加強(qiáng)在打擊造假和盜版方面的合作。 | 12. Reinforce the Intellectual Property Dialogue mechanism so as to strengthen cooperation for combatting counterfeiting and piracy as well as make full use of the new technical cooperation programme in that regard. |
| 13. 雙方致力于推動(dòng)國際標(biāo)準(zhǔn)化發(fā)展，將相互通報(bào)涉及市場準(zhǔn)入的限制標(biāo)準(zhǔn)。同時(shí)致力于進(jìn)一步發(fā)揮現(xiàn)有中歐標(biāo)準(zhǔn)化信息平臺(tái)的作用，相互通報(bào)標(biāo)準(zhǔn)對(duì)各自市場準(zhǔn)入的影響，鼓勵(lì)產(chǎn)業(yè)參與標(biāo)準(zhǔn)化進(jìn)程。雙方將在中歐世貿(mào)項(xiàng)目框架下，探討如何繼續(xù)開展中歐標(biāo)準(zhǔn)化專家培訓(xùn)項(xiàng)目。 | 13. Confirm their commitment towards international standardisation and notification of any standards-restricting market access. Both sides will commit to enhance the use of the existing China-Europe Standardisation Information Platform, informing about the role of standards regarding market access in China and Europe, and to encourage industry participation in the standardisation process. Both sides will explore how to continue training of China-EU standardisation experts within the EU-CTP framework. |
| 14. 保障金融市場穩(wěn)定，同時(shí)發(fā)揮近期達(dá)成的中歐雙邊本幣互換安排作為流動(dòng)性支持工具的作用，保障歐元區(qū)銀行人民幣的持續(xù)供應(yīng)，促進(jìn)人民幣在跨境貿(mào)易和投資中的使用，促進(jìn)中歐貿(mào)易和投資便利化，維護(hù)金融穩(wěn)定。 | 14. Ensure the stability of financial markets, also through the recently established Chinese Yuan/Euro Bilateral Currency Swap Arrangement between the People's Bank of China and the European Central Bank, which is to serve as a backstop liquidity facility reassuring Euro area banks of the continuous provision of Chinese Yuan, increase the use of RMB in cross-border trade and investment, promote China-EU trade and investment facilitation and maintain financial stability. |
| 15. 探索金融合作創(chuàng)新模式，改善企業(yè)特別是中小企業(yè)融資，充分發(fā)揮金融機(jī)構(gòu)多元化金融服務(wù)優(yōu)勢。 | 15. Explore innovative modes of financial cooperation to improve access to finance for enterprises, in particular SMEs, and make full use of the advantage of financial institutions in providing diverse financial services. |
| 16. 開展在電子商務(wù)領(lǐng)域，尤其是在多角度監(jiān)管方面的最佳實(shí)踐交流。 | 16. Exchange best practices in the area of e-commerce, in particular with regard to its regulatory aspects from different angles. |
| 17. 力爭締結(jié)一項(xiàng)全面的地理標(biāo)志協(xié)議，在地理標(biāo)志保護(hù)與監(jiān)管、打擊假冒地理標(biāo)志保護(hù)產(chǎn)品方面加強(qiáng)合作，共同開展地理標(biāo)志產(chǎn)品保護(hù)與經(jīng)貿(mào)協(xié)調(diào)發(fā)展促進(jìn)行動(dòng)。 | 17. Strive to conclude their negotiations for a comprehensive agreement on Geographical Indications (GI), strengthen cooperation in the field of GI protection and supervision and combating counterfeiting in GI protected products, while jointly promoting coordinated development between GI products protection on the one hand and economy and trade on the other. |
| 18. 繼續(xù)加強(qiáng)在非食品類消費(fèi)品安全領(lǐng)域的合作，包括發(fā)揮中歐非食品類消費(fèi)品預(yù)警通報(bào)系統(tǒng)的作用。加強(qiáng)在產(chǎn)品風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)管理和市場監(jiān)測方面的合作，為簡化合格評(píng)定程序提供支持。 | 18. Continue and strengthen cooperation in the consumer non-food product safety area, including the functioning of the RAPEX China system. Intensify cooperation on product risk assessment, risk management and market surveillance to support the simplification of conformity assessment procedures. |
| 19. 致力于與二十國集團(tuán)成員國就采用經(jīng)濟(jì)合作與發(fā)展組織制定的稅務(wù)領(lǐng)域《自動(dòng)情報(bào)交換統(tǒng)一標(biāo)準(zhǔn)》達(dá)成一致。 | 19. Commit to reach an agreement on the adoption of the Global Standard on Automatic Exchange of Information being developed by the OECD, together with G20 countries in the area of taxation. |
| （二）工業(yè)和信息化 | II. Industry and information |
| 1. 加強(qiáng)中歐工業(yè)對(duì)話磋商機(jī)制，加強(qiáng)政策交流，便利工業(yè)產(chǎn)品貿(mào)易，特別是汽車、工業(yè)能效、原材料、造船、中小企業(yè)等領(lǐng)域。 | 1. Enhance the China-EU Industrial Dialogue and Consultation Mechanism, strengthen policy exchanges to facilitate industrial products trade, particularly in the fields of automobile industry, industrial energy efficiency, raw materials, ship building and small and medium sized enterprises. |
| 2. 加強(qiáng)中歐信息技術(shù)、電信和信息化對(duì)話機(jī)制，開展相關(guān)戰(zhàn)略、政策、法規(guī)的交流與對(duì)話。 | 2. Reinforce the China-EU Dialogue on Information Technology, Telecommunication and Informatisation, conduct exchanges and dialogues on related strategies, policies and regulations. |
| （三）農(nóng)業(yè) | III. Agriculture |
| 1. 依托年度中歐農(nóng)業(yè)對(duì)話機(jī)制，充分發(fā)揮《中歐農(nóng)業(yè)與農(nóng)村發(fā)展合作規(guī)劃綱要》的作用，在農(nóng)業(yè)可持續(xù)生產(chǎn)、有機(jī)農(nóng)業(yè)、農(nóng)村發(fā)展和農(nóng)業(yè)科研等領(lǐng)域加強(qiáng)合作。 | 1. Make full use of the China-EU Cooperation Plan in Agriculture and Rural Development under the auspices of the annual bilateral Agricultural Dialogue to enhance cooperation in the fields of sustainable agricultural production, organic agriculture, rural development and agricultural research. |
| 2. 在保障糧食和食品安全、城鄉(xiāng)統(tǒng)籌發(fā)展、建立環(huán)境友好型農(nóng)業(yè)模式、保障農(nóng)產(chǎn)品質(zhì)量安全等領(lǐng)域設(shè)計(jì)具體合作項(xiàng)目。加強(qiáng)食品安全方面的合作，保護(hù)消費(fèi)者健康。認(rèn)識(shí)到食品安全對(duì)消費(fèi)者健康、健全的食品市場、經(jīng)濟(jì)發(fā)展和社會(huì)福利起著關(guān)鍵作用，突出中歐在食品安全方面持續(xù)且富有成果的合作，強(qiáng)調(diào)風(fēng)險(xiǎn)分析應(yīng)是建立任何形式的食品安全政策、法規(guī)及規(guī)定的基礎(chǔ)。 | 2. Design concrete projects in ensuring food security and safety, coordinating urban and rural development, building environmentally-friendly agricultural systems while ensuring quality and safety of agricultural products. With regard to food safety, intensify cooperation with the objective to protect consumer health, recognising the importance of food safety as a key element for consumer health, sound food markets, economic development and social welfare, highlighting the continuous and already fruitful cooperation between China and the EU on food safety, and underlining that risk analysis should form the foundation of any food safety policy, laws and regulations. |
| 3. 為在互利共贏的基礎(chǔ)上深化食品、農(nóng)業(yè)和生物技術(shù)領(lǐng)域的科研創(chuàng)新合作，中歐將密切合作，依托各自現(xiàn)有的科研創(chuàng)新項(xiàng)目，制定符合雙方利益的聯(lián)合行動(dòng)倡議，如聯(lián)合提出建議，開展對(duì)口交流，設(shè)立聯(lián)合實(shí)驗(yàn)室，開展研究人員交流和學(xué)術(shù)研討會(huì)等。 | 3. With the view to enhance win-win research and innovation cooperation in the field of food, agriculture and biotechnology, China and the EU will collaborate closely using their respective research and innovation programmes to develop joint initiatives of common interest, including potential joint calls for proposals, twinning activities, joint labs, researchers' exchanges and seminars. |
| 4. 加強(qiáng)漁業(yè)管理合作，打擊非法捕撈。 | 4. Enhance cooperation on fisheries management and the fight against Illegal, Unreported and Unregulated (IUU) fishing. |
| （四）交通和基礎(chǔ)設(shè)施 | IV. Transport and infrastructure |
| 1. 盡早執(zhí)行中國民用航空局與歐盟委員會(huì)交通運(yùn)輸總司于2013年8月23日共同簽署的民航合作意向書。 | 1. Implement, as early as possible, the Letter of Intent on cooperation in the field of civil aviation between CAAC and DG MOVE signed on 23 August 2013. |
| 2. 加強(qiáng)在智能、高端和互聯(lián)互通的基礎(chǔ)設(shè)施網(wǎng)絡(luò)方面的合作。擴(kuò)大在亞歐供應(yīng)鏈物流網(wǎng)絡(luò)兼容、海上運(yùn)輸市場和航線、鐵路服務(wù)、物流、交通安全、能源效率方面的合作。 | 2. Strengthen cooperation in developing smart, upgraded and fully interconnected infrastructure systems. Expand cooperation in interoperability of seamless supply chain logistics networks between Asia and Europe, maritime markets and routes, rail services, logistics, safety, and energy efficiency. |
| 3. 積極探討中歐開展基礎(chǔ)設(shè)施建設(shè)合作的方式，如項(xiàng)目債券、項(xiàng)目持股、聯(lián)合承包和聯(lián)合融資等，進(jìn)一步統(tǒng)籌中國與歐盟及其成員國在上述領(lǐng)域的合作。 | 3. Actively explore models of infrastructure cooperation, including project bonds, project shareholding, joint contracting and co-financing, and further coordinate the cooperation among China, the EU and its Member States in the above-mentioned fields. |
