| 人文交流是促進(jìn)和平的積極要素，也是經(jīng)濟(jì)發(fā)展的促進(jìn)因素。中歐人口之和超過(guò)全世界人口的四分之一，擴(kuò)大雙方人民的交往對(duì)增進(jìn)共同了解、促進(jìn)雙方社會(huì)各領(lǐng)域交流至關(guān)重要。 | People-to-people exchanges are an essential vector of peace, while contributing to economic development. Together China and the EU represent over a quarter of the world's population. Expanding contacts between peoples on both sides is crucial to enhance common understanding and foster cross-fertilisation between societies. |

| （一）文教和青年 | I. Culture, education and youth |
| 1. 充分發(fā)揮中歐高級(jí)別人文交流對(duì)話機(jī)制的統(tǒng)領(lǐng)作用，發(fā)揮人文交流作為中歐合作“第三支柱”的作用。努力實(shí)現(xiàn)《中歐高級(jí)別人文交流對(duì)話機(jī)制第一次會(huì)議聯(lián)合宣言》的目標(biāo)，落實(shí)《中歐高級(jí)別人文交流對(duì)話機(jī)制第一次會(huì)議后續(xù)行動(dòng)文件》，探尋加強(qiáng)合作的新方式。 | 1. Fully harness the leading role of the China-EU High Level People-to-People Dialogue (HPPD) and promote the role of people-to-people exchanges as the third pillar of China-EU relations. Pursue the objectives set up in the China-EU HPPD Joint Declaration. Carry out the actions agreed in the "HPPD Follow-up Actions" document and seek new ways of strengthening their cooperation. |
| 2. 根據(jù)2005年聯(lián)合國(guó)教科文組織《保護(hù)和促進(jìn)文化表現(xiàn)形式多樣性公約》，強(qiáng)化文化領(lǐng)域合作。提升文化政策對(duì)話水平，加強(qiáng)在文化產(chǎn)業(yè)、遺產(chǎn)保護(hù)和當(dāng)代藝術(shù)等方面的合作。繼續(xù)通過(guò)舉辦“中歐文化高峰論壇”等多種方式推動(dòng)雙方在思想領(lǐng)域的交流。 | 2. Anchor cultural cooperation on the principles of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions. Upgrade dialogue on culture policy, and strengthen mutual cooperation in the fields of cultural industries, heritage preservation and contemporary art. Continue to promote intellectual exchanges between the two sides in various forms and fora, including the China-EU High Level Cultural Forum. |
| 3. 本著平等友好的原則，鼓勵(lì)中國(guó)和歐盟成員國(guó)互設(shè)文化中心。推動(dòng)雙方大型文化機(jī)構(gòu)、重要藝術(shù)節(jié)之間開(kāi)展長(zhǎng)期、穩(wěn)定的合作。 | 3. Based on the principle of equality and friendship, encourage China and EU Member States to establish cultural centres. Boost long-term and stable cooperation between major cultural institutions and between important art festivals. |
| 4. 鼓勵(lì)漢語(yǔ)在歐盟和歐盟國(guó)家語(yǔ)言在華教學(xué)。 | 4. Encourage the learning of the Chinese language and EU languages in the education systems of the EU and China. |
| 5. 加強(qiáng)中歐學(xué)生學(xué)者交流，支持青年互訪交流。合作舉辦中歐青年政策對(duì)話、中歐青年組織發(fā)展論壇。繼續(xù)實(shí)施中國(guó)支持的“中歐青年友好伙伴”項(xiàng)目和歐盟支持的“伊拉斯謨+”項(xiàng)目下的青年行動(dòng)。 | 5. Expand students and scholars exchange, and support mutual exchange visits of young people. Work together on the China-EU Youth Policy Dialogue and the China-EU Symposia on Youth Work Development. Continue to implement the China-EU Youth Partnership for Friendship Programme supported by China, and the EU Youth Actions under Erasmus+. |
| 6. 在中歐高等教育合作與交流平臺(tái)框架下，繼續(xù)進(jìn)行中歐教育政策對(duì)話。通過(guò)“中歐調(diào)優(yōu)聯(lián)合研究項(xiàng)目”及其他合作，加強(qiáng)中歐教育體系兼容性。 | 6. Continue dialogue on education policy, notably in the framework of the Higher Education Platform for Cooperation and Exchanges, and strengthen the compatibility of China's and the EU's education systems, via "Tuning China" and other initiatives. |
| 7. 繼續(xù)支持中歐高校建立中國(guó)研究中心和歐洲區(qū)域與國(guó)別研究中心。 | 7. Continue to support the establishment of centres for Chinese studies and centres for European national and regional studies by European and Chinese institutions. |
| 8. 推動(dòng)中歐在新聞、出版、廣播、影視等領(lǐng)域的交流與合作。 | 8. Promote exchanges and cooperation between China and the EU in the fields of press, publication, radio, film and television. |
| （二）便利人員往來(lái) | II. Facilitation of people-to-people exchanges |
| 1. 對(duì)2013年啟動(dòng)中歐人員往來(lái)和移民領(lǐng)域?qū)υ挶硎練g迎，將繼續(xù)探索便利中國(guó)和歐盟公民相互往來(lái)的方式，包括互免雙方持外交護(hù)照人員簽證、在打擊非法移民活動(dòng)方面加強(qiáng)合作等。 | 1. Welcome the launch of the 2013 China-EU Mobility and Migration Dialogue, and continue to explore ways of facilitating exchanges for Chinese and EU citizens, including mutual visa exemption for holders of diplomatic passports, while strengthening cooperation on illegal migration. |
| 2. 落實(shí)2013年中歐《關(guān)于可持續(xù)旅游領(lǐng)域合作的聯(lián)合聲明》，特別是建立中歐定期旅游對(duì)話和信息交流機(jī)制，就發(fā)展可持續(xù)旅游相關(guān)倡議和范例交換經(jīng)驗(yàn)。加強(qiáng)游客旅游安全信息交流，通過(guò)開(kāi)展共同項(xiàng)目等促進(jìn)中歐旅游交往。 | 2. Implement the 2013 Joint Statement in the field of sustainable tourism by China and the EU; in particular, set up a regular China-EU Tourism Dialogue and information exchange mechanism on respective initiatives and best practices in the development of sustainable tourism; facilitate exchange of information on the safety protection of tourists; and promote tourist flows, including the development of common projects. |
