The System of Accountability for Eco-Environmental Damage

This system is designed to hold individuals and entities accountable for failing to perform their duties in eco-environmental conservation.

In a document on promoting an eco-civilization, issued in April 2015, the central authorities decided to build a sound system of accountability and implement an eco-environmental accountability system for leading officials. Those who fail to ensure rational development and cause serious damage to natural resources and the environment will be identified and held accountable for life. They will not be allowed to be promoted or take important posts, and those who have already transferred to other posts will still be held accountable.

Following this document, the central authorities issued another document in August 2015, with stipulations about how to hold leading Party and government officials accountable for eco-environmental damage.

This system of accountability was included in the overall plan to reform the system for developing an eco-civilization, issued by the central authorities in September 2015, which enforced lifelong accountability.

The formulation of these documents demonstrates the determination of the CPC and the Chinese government to build an eco-civilization.

生態(tài)文明責(zé)任追究制度

生態(tài)文明責(zé)任追究制度，即對(duì)沒有盡到生態(tài)保護(hù)與發(fā)展職責(zé)的相關(guān)責(zé)任主體實(shí)行嚴(yán)格的責(zé)任追究，要求其承擔(dān)相應(yīng)后果。2015年4月，中共中央、國(guó)務(wù)院印發(fā)《關(guān)于加快推進(jìn)生態(tài)文明建設(shè)的意見》，要求完善責(zé)任追究制度，建立領(lǐng)導(dǎo)干部任期生態(tài)文明建設(shè)責(zé)任制，嚴(yán)格責(zé)任追究，對(duì)違背科學(xué)發(fā)展要求、造成資源環(huán)境生態(tài)嚴(yán)重破壞的要記錄在案，實(shí)行終身追責(zé)，不得轉(zhuǎn)任重要職務(wù)或提拔使用，已經(jīng)調(diào)離的也要問責(zé)。同年8月，中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)《黨政領(lǐng)導(dǎo)干部生態(tài)環(huán)境損害責(zé)任追究辦法（試行）》，首次對(duì)追究黨政領(lǐng)導(dǎo)干部生態(tài)環(huán)境損害責(zé)任作出制度性安排。同年9月，中共中央、國(guó)務(wù)院印發(fā)《生態(tài)文明體制改革總體方案》，進(jìn)一步提出了包括責(zé)任追究制度在內(nèi)的8項(xiàng)根本制度，要求建立生態(tài)環(huán)境損害責(zé)任終身追究制。這一系列生態(tài)文明建設(shè)政策文件的出臺(tái)，體現(xiàn)了中國(guó)共產(chǎn)黨和中國(guó)政府建設(shè)生態(tài)文明高度負(fù)責(zé)的勇氣和決心，標(biāo)志著國(guó)家生態(tài)文明建設(shè)進(jìn)入實(shí)質(zhì)問責(zé)階段。
