Clean Manufacturing 

Clean manufacturing involves activities related to clean production design, clean materials, research and development of clean production technology, clean production equipment and products, services to clean production, and relevant investment and financing.

Clean manufacturing aims to prevent or reduce the generation of waste at source or during the process. Together with energy-saving and eco-friendly industries that focus on end-of-pipe control, they can avoid generating pollutants from the source to the end-product.

The report to the CPC's 19th National Congress announced the decision to boost the development of energy-saving and eco-friendly industries as well as clean manufacturing and clean energy industries. This was the first time that the concept of "clean manufacturing industries" was introduced, indicating the direction for fostering new growth areas in green industry.

Clean manufacturing is an essential element of an eco-civilization in the new era and supports the upgrading of traditional industries. It will offer an internal driving force for enterprises to minimize pollution discharge throughout the whole process, and ultimately promote effective green, low-carbon and circular development.

清潔生產(chǎn)產(chǎn)業(yè)

清潔生產(chǎn)產(chǎn)業(yè)，即圍繞清潔生產(chǎn)活動(dòng)形成的產(chǎn)業(yè)，包括清潔生產(chǎn)設(shè)計(jì)、清潔原料、清潔生產(chǎn)技術(shù)研發(fā)、清潔生產(chǎn)裝備和產(chǎn)品、清潔生產(chǎn)服務(wù)、投融資等一系列活動(dòng)的集合。清潔生產(chǎn)產(chǎn)業(yè)旨在通過源頭削減和過程控制減少和避免污染物的產(chǎn)生，它與側(cè)重末端治理的節(jié)能環(huán)保產(chǎn)業(yè)有機(jī)結(jié)合，實(shí)現(xiàn)了從源頭到末端的全過程污染減排。

中共十九大報(bào)告指出“壯大節(jié)能環(huán)保產(chǎn)業(yè)、清潔生產(chǎn)產(chǎn)業(yè)、清潔能源產(chǎn)業(yè)”，首次明確了清潔生產(chǎn)產(chǎn)業(yè)的概念和要求，為綠色產(chǎn)業(yè)培育新的增長(zhǎng)點(diǎn)指明了方向。發(fā)展清潔生產(chǎn)產(chǎn)業(yè)是新時(shí)代中國(guó)生態(tài)文明建設(shè)的迫切需求，是傳統(tǒng)產(chǎn)業(yè)升級(jí)改造的重要著力點(diǎn)，是強(qiáng)化企業(yè)全過程污染減排的內(nèi)部驅(qū)動(dòng)力，是促進(jìn)綠色低碳循環(huán)發(fā)展的有效途徑。
