An Economic Structure Facilitating Green, Low-Carbon and Circular Development

Eco-environmental protection and economic development are mutually reinforcing. Building an eco-civilization and promoting green, low-carbon and circular development will satisfy people's growing desire for a pleasant environment, and support fairer and safer development that is of higher quality, more efficient, and more sustainable, and features increased production, higher living standards and healthy ecosystems.

Building a sound economic structure that facilitates green, low-carbon and circular development and promoting a green transformation in every aspect of economic and social development is fundamental to solving challenges to China related to resources and eco-environment.

In February 2021, the State Council released a document on accelerating the establishment of such an economic structure, which defined the full-chain process with specific requirements, and emphasized that development must be based on efficient use of resources, strict protection of the eco-environment, and effective control of greenhouse gas emissions. A holistic approach to high-quality development and high-standard protection is expected to help China peak carbon dioxide emissions and achieve carbon neutrality on schedule. To this end, the document rolled out a number of applicable policies and measures to support eco-friendly planning, design, investment, construction, production, logistics, lifestyle and consumption. This was China's first top-level design and overall plan for building a sound economic structure that facilitates green, low-carbon and circular development.

綠色低碳循環(huán)發(fā)展經(jīng)濟(jì)體系

生態(tài)環(huán)境保護(hù)和經(jīng)濟(jì)發(fā)展是辯證統(tǒng)一、相輔相成的，建設(shè)生態(tài)文明、推動(dòng)綠色低碳循環(huán)發(fā)展，不僅可以滿足人民日益增長(zhǎng)的優(yōu)美生態(tài)環(huán)境需要，而且可以推動(dòng)實(shí)現(xiàn)更高質(zhì)量、更有效率、更加公平、更可持續(xù)、更為安全的發(fā)展，走出一條生產(chǎn)發(fā)展、生活富裕、生態(tài)良好的文明發(fā)展道路。

建立健全綠色低碳循環(huán)發(fā)展經(jīng)濟(jì)體系，促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展全面綠色轉(zhuǎn)型，是解決中國(guó)資源環(huán)境生態(tài)問題的基礎(chǔ)之策。2021年2月，國(guó)務(wù)院印發(fā)《關(guān)于加快建立健全綠色低碳循環(huán)發(fā)展經(jīng)濟(jì)體系的指導(dǎo)意見》，用全生命周期理念厘清了綠色低碳循環(huán)發(fā)展經(jīng)濟(jì)體系建設(shè)過程，明確了經(jīng)濟(jì)全鏈條綠色發(fā)展要求，強(qiáng)調(diào)使發(fā)展建立在高效利用資源、嚴(yán)格保護(hù)生態(tài)環(huán)境、有效控制溫室氣體排放的基礎(chǔ)上，統(tǒng)籌推進(jìn)高質(zhì)量發(fā)展和高水平保護(hù)，確保實(shí)現(xiàn)碳達(dá)峰碳中和目標(biāo)，為全方位全過程推行綠色規(guī)劃、綠色設(shè)計(jì)、綠色投資、綠色建設(shè)、綠色生產(chǎn)、綠色流通、綠色生活、綠色消費(fèi)，提出了一系列可操作、可落地的政策措施，首次從全局高度對(duì)建立健全綠色低碳循環(huán)發(fā)展的經(jīng)濟(jì)體系作出頂層設(shè)計(jì)和總體部署。
