記者：財政政策是國家宏觀調(diào)控的一個主要手段。金部長，您最近提出的理財新思路，引起了各方面的關(guān)注，能否概括介紹一下？
PD: Financial policy is a major tool for our country’s macro-adjustment and control. Would you tell us about your newest concepts for this policy?
金人慶：根據(jù)十六大精神和“三個代表”重要思想及中央提出的新任務(wù)和新要求，財政部在深入調(diào)查研究和廣泛聽取地方、部門意見的基礎(chǔ)上，初步提出了今后一個時期財政工作的基本思路。概括地說，就是要“做大一個蛋糕”，即千方百計促進經(jīng)濟發(fā)展，做大財政收入蛋糕；“用活兩大存量”，即用活國債投資存量和糧食風(fēng)險基金存量；“推進三項改革”，即推進稅制改革、農(nóng)村稅費改革和預(yù)算管理制度改革；“完善四項制度”，即重點支持完善收入分配、社會保障、教育和公共衛(wèi)生四個方面的制度改革。
JRQ: In order to meet the central government’s requirements we’ve conducted wide-ranging investigations and listened to ideas from people in a variety of areas. The Finance Ministry’s basic concept is to “make a big pie.” This means we will make every effort to boost our economy and enhance our government revenue. We plan to make better use of treasury bonds and the grain risk fund; pave the way for reform of the taxation system, particularly tax fees in rural areas; and manage the budget. In addition, we are going to step up work in property allocation, social security, education and public health.
記者：您認(rèn)為在哪些方面下工夫才能做大蛋糕？
PD: In what ways do you expect to make the pie bigger?
金人慶：首先，要進一步轉(zhuǎn)變財政支持經(jīng)濟發(fā)展的方式，促進經(jīng)濟持續(xù)較快協(xié)調(diào)健康發(fā)展。財政部門支持經(jīng)濟發(fā)展、做大經(jīng)濟蛋糕，不是要重新回到計劃經(jīng)濟的路子上……
JRQ: First of all, further reform of “revenue supports economy” methods. Supporting economic development – that is, making the pie bigger – doesn’t mean returning to the old-fashioned planned economy. …
其次，進一步規(guī)范和完善財政管理體制，調(diào)動各級政府做大財政收入蛋糕的積極性……
Second, to improve our management we encourage all levels of government to contribute to expansion of the pie. …
