什么是潛規(guī)則？就是不成文的見(jiàn)不得光的一些暗箱操作的規(guī)定和原則，它最早產(chǎn)生于人們的貪婪和私欲并且隨著時(shí)代的前進(jìn)不斷發(fā)展壯大，滋生繁衍，如今已經(jīng)無(wú)孔不入地滲入到社會(huì)上的各行各業(yè)中。
